The$600,000 General Revenue Sharing funds earmarked for the study area F.,
should be utilized to address basic surface improvements with.the
Planning Demonstration Project area.
5. The Planning Demonstration project should serve as a prototype for the f.'
•
• overall Evergreen Way Redevelopment Project and, therefore, constitute
Phase I of the implementation program. .,
• '
•
s. The..tire street should be improved using the basic street configure- i"
tion as in the demonstration area. •.
' 7. The funding of the street improvement costs for the entire street should s,
be provided in an equitable manner and proceed along a timely schedule. b
•.
Dave O'Connor,a property owner in the area, felt all should pay equably and
all should receive equal benefits. He felt only 1/10 of the area was re-
,•
, ceiving benefits at present and the council should make a commitment at this .•
time to improve the whole five mile strip so the balance of the area would ,;,
not be lost in the future.
•..
•
Steve Klein,a business man in the area, felt the drainage problem was of ..
.-
.1 the most concern. He wanted all the projects to be coordinated so that they k
i could be done at the same time.
Bob Humphrey,owner of a business
1.lts on Evergreen Way,said tha.k 40 percent Of .-•.'
all business done in the city of Everett was on Evergreen Way between 41st ',
and the city limits. He spoke about the traffic problems and felt•this
area was an auto dominated area. He said the plan as presented was not a
beautification plan but a nuts and plan.
Pat McClain of the Chamber of Cor.er.said the Chamber strongly endorsed ....
ithe committee's recommendations. „.
1 .
In answer to a question by the council Mr.dozlovski replied that the coun- r.•
cil should decide where the funds were to be spent,in a demonstration area -
i or the whole five mile strip and then they would have to decide how the
money would be spent. He said as far as the drainage problem was concerned '
there were three different drainage areas so that each would have to be
studied separately and a separate cost established.
Brian Medler, owner of property in the area, felt the property owners defi- .'
nitely were not in favor of paying for the costs of any type of improvements. .'
He said ha also felt the cost of the drainage should be known first before k
an3 tYPe of work is done.
CounCilman Michelson suggested having a mandated LID for the total improve- .
ment in the area and in this manner, via public hearings the council could
find out if the business men in the area were willing to help pay for theSe '.
1 improvements.
Al Wexler,a business man in the area, spoke in favor of an LID,particu- .
lardy in favor of the drainage.
:1 President Gipson then asked if there were any further citizens wishing to .
E speak and no one replied.
, .
Moved by Councilman Aldcroft, seconded by Councilman Michelson to close ''
the public hearing.
