203 <br /> My 31,1978 <br /> whereas,the City Council of.the City of Everett has approved a Conceptual <br /> Park and Recreation Master Plan for the urban area whi.identifies a <br /> community park on Silver Lake in the southern part of the City and Garfield <br /> Neighborhood Park located in northeast Everett;and <br /> whereas,the City Council of the City of Everett has indicated in the <br /> Silver...Plan its high priority for the Thornton A.Sullivan Perk,and <br /> refurbishment and renovation of the Garfield Par.from a high intensive <br /> sports complex to a neighborhood park for capital improvements necessary <br /> to achieve goels as stated-in the Parks and Open Space Plan(Pg.29.Item <br /> 49 and 50 for Silver Lake Park,and It.6,Garfield,),and adopted bv the <br /> City Council in January 1974;and <br /> Whereas,under the provisions of the Marine Recreation Land Act,state and <br /> federal funding assistance has been'authorised and made available to aid <br /> in financing the cost of construction of outdoor recreational facilities <br /> of Ibcal public bodies;and <br /> • <br /> Whereds the City Council of the City of Everett considers it in the best • <br /> public interest to make improvements in the community park at Silver Lake <br /> generally located in the southern portion of the City,east of Interstate <br /> Highway Five,and Garfield Neighborhood Park,generally located in the <br /> northeastern portion of the City,Walnut and 23rd Streets; <br /> NOW,THEREFORE,BE IT RESOLVED BY T.CITY COUNCIL OF THE CITY OF EVERETT: <br /> :ligeng=lttrfo:'0=fig:r1Tteff=da=1:::=:""e'""- • <br /> 2. That a,PrnPertY imPrOVed with fina.ial aid through the interagency <br /> • <br /> Committee for Outdoor Recreation be used as an outdoor recreation facility <br /> and be retained in such use in perpetuity unless as otherwise provided, <br /> and agreed to by the City Council,the Interagency Committee for Outdoor <br /> Recreetion and any affected federal agency:and <br /> 4. That this resolution becomes part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> • <br /> Illzsezu3=.with all councilmen voting yes except Councilman Pope <br /> Motion Carried <br /> PARE RANGERS (C19785-217) <br /> • <br /> Councilman Aldcroft reminded the council he had brought this up at the <br /> • <br /> last'meeting and that the discussion had been tabled. He again felt that • <br /> park rangers should be employed immediately to take care of the problems <br /> in the parks. <br /> Cmmcilman Michelson asked if there were any CETA,ople available from <br /> .a Park Department and Mr.Logan,Park Director,said all CETA people <br /> were.assigned to specific projects. <br /> Councilman Langus suggested that the Police Department could handle this. <br /> Tbey were more experienced in this type of thing. <br /> Chuck Logan said the Park Board was in favor of park rangers if there were <br /> additional-funde available,bat they did not want to give up the other pro- <br /> grams in effect in order to have park rangers. <br />
