Without their action as to whether they were <br /> in favor of or against these proposals,the council could not act. <br /> TIm Mayor then explained how each department head had come up with needed <br /> projects over the coming years. Prom these lists of projects the admin- <br /> . <br /> 000001000 800 staff 180 00111100 it dowh using the criteria of.mandatory, <br /> critical,desirable and deferable. The mandatory and critical were on <br /> the highest priority naturally and he asked the citizens to look at the <br /> yellow sheets which carried forward those projects from his review.These <br /> were the specific Projects in the areas of utilities,streets and general <br /> improvement. He said the basis'for his cuts were to bring the costs down <br /> to a level that could be afforded by the tax payers ih the city. <br /> Ross Hogland aSked if the citizens had any power over revenue bonds and <br /> Mr.Cushman sTplied that revenue bonds could be issued by the city. How- <br />- • <br /> ever he would hope that the citizens would participate in the discussions. <br /> Donna Papadimitriou of 3113 Oakes asked if this was going-to take care of <br /> problems in the future and Mayor Moore replied there would be a reserve <br /> set up for this purpose with this bonding so that so much could be set <br /> aside each year for future repairs and new installations. <br /> Don Hutsell of 6300 GlenwoOd asked if there were no grants-or other fund- <br /> ing available for improvement of strTets and Dick Thompson,Administrative <br /> Assistant said this was not definite at this time. Howover,he felt in <br /> the future there would be some funds available,but at present it was an <br /> unknown so it could not be set up in eni.schedule as suhrh. <br /> Jim Tolney,former water superintendent,felt that sewer collection sys- <br /> tems could be paid for by a construction charge and Mr.Thompson again <br /> replied that some of these lines had been put in many years ago under <br /> LID's and he felt it was unfair to ask the citizens to pay for them twice. <br /> Helen Johnston of 2031 Rucker questioned the library remodeling and was <br /> told that there had been securlty problems with the restrooms in the base <br /> ment and also of course it was impossible for handicapped citizens to use <br /> the facilities. <br /> W.W.FO.te at 0.9 10th AVenue S.M.suggested that the city should have <br />• <br /> a budget for these projects so that moneys would be readily identified. <br /> J <br /> Kim Seaton of 11415-26th DriVe s.x.,representing the Silver Lake Com- <br />. mtmity CLub,asked for sidewalks on Stockshow Road.she-also asked about <br />• <br /> the Silver Lake Road improvement. <br /> Ida Mae Sawyer of 1710 Colby spoke in 1501 0?the parks program. She <br /> also suggested having all water and sewer metered and when new areas were <br /> developed the developer should provide for roads and drainage. <br /> Harold Tremmel of 3205 Cedar suggested that some of the tax exempt organ- <br /> izations such as churches should help pay for the senior citizens extra <br /> costs for these PrOJests. <br /> Harriet.Olson of 5106 3rd urged the council to put the utilities first <br /> before the more frivolous items. <br />• <br />
