Motion Carried • • SHOHOM/SH RIVER BASIN INTERLOCAL AGREEMENT(CB 788-300) • George Sherwin Jr.,Snohomish County Planning Director,reviewed theipast history on the important water resource iscues in the Snohomish San- , qualmie River Basin..The controversy over whether to build the dam on the north fork SnoqUalmie•Miaerkhr Ch.:middle/fork Snoqualmie River has been the most publicized issue. In an attempt to mediate the disagree- ments and reach concensus on what should and should not be done in the area of water resource management a mediation team was appointed. The effort succeeded with issuance of a report entitled Recommendations For The Snohomish River Basin. T.mediation team recognized that im- plementation of the agreement had to depend on action by local state and federal agencies•hThue ackey1 element was the recommendation to form by ifter9overnmentel,agreement a basin coordinating comfit-tee composed of local elected officials and citizens. This committee would provide the local policy guidance to all water resource issues in the basin. The agreement before the Council today woWld form this committee. A public hearing • was held on July 19th,1978 and the Planning Commission had moved to grant a special property use permit with the following conditions; • 1. The facility shall be adequately landscaped to lessen the visual impact of the structure on the surrounding residential neighborhood. A detailed landscaping plan for the parking area and buildings shall •. be approved by the Planning Department prior to construction. 2. Tfiat storm water detention facilities be designed in accordance with the city of EVereiG drainage ordinance. 3. That a specific sight plan be developed and approved by the Planning Commission prior to construction.
