Futnre maintenance on and/or replacement of the protective bank cribbing along the sharp bend of the Snohomish River be accom- plished by Simpson Paper Company,Inc. 4. Grass plantings be used on the surface of all filled portions of the site to control dust. 5. Consider location of the inlet or outlet to prevent short cir- cuiting in the design of the dikes. 6. Give notice to the Planning Department at least two weeks prior to the commencement of any disposal operation. 7. That prior to the construction of buildings on the fill a pedes- trian circulation and shoreline public access plan be developed. This plan shall consider the recommendations of the Everett Com- munity Plan,Parks and Open Space Plan and Shoreline Plan. 8. That the piling,bulkheads,other obstructions to flood flows along the west bank of the Snohomish River be removed by the applicant prior to initiating the filling,consistent with SiaRson,obligations to present tenant. 9. That geometric and signal improvements at Junction Street ex- tending around the park along 3rd to 46th Street be implemented. Prior to full developMent of Phase 2,construct an additional - access road to the north across City of Everett landfill.Cost of access road to be borne in accordance with,formula to be agreed upon between the City and owners and/or developArs. 10. Any construction activity on the surface of the fill shall secure a shoreline Permit. 11. That the north edge of the fill be located subject to final boundary of wetland area as determined by the U.S.Corps of Magi- / neers. The permit will not allow filling of any lands desig- nated"wetlands.by the Corps of Engineers.
