Dike and fill operation to be conducted in accordance with exist- <br /> ! ing regulations regarding air and water quality. <br /> 1 2. Water separating and treatment facilities for storm runoff be <br /> developed both durXng and after construction. <br /> 3. Futnre maintenance on and/or replacement of the protective bank <br /> cribbing along the sharp bend of the Snohomish River be accom- <br /> plished by Simpson Paper Company,Inc. <br /> 4. Grass plantings be used on the surface of all filled portions <br /> of the site to control dust. <br /> 5. Consider location of the inlet or outlet to prevent short cir- <br /> cuiting in the design of the dikes. <br /> 6. Give notice to the Planning Department at least two weeks prior <br /> to the commencement of any disposal operation. <br /> 7. That prior to the construction of buildings on the fill a pedes- <br /> trian circulation and shoreline public access plan be developed. <br /> This plan shall consider the recommendations of the Everett Com- <br /> munity Plan,Parks and Open Space Plan and Shoreline Plan. <br /> 8. That the piling,bulkheads,other obstructions to flood flows <br /> along the west bank of the Snohomish River be removed by the <br /> applicant prior to initiating the filling,consistent with <br /> SiaRson,obligations to present tenant. <br /> 9. That geometric and signal improvements at Junction Street ex- <br /> tending around the park along 3rd to 46th Street be implemented. <br /> Prior to full developMent of Phase 2,construct an additional <br /> - access road to the north across City of Everett landfill.Cost <br /> of access road to be borne in accordance with,formula to be <br /> agreed upon between the City and owners and/or developArs. <br /> 10. Any construction activity on the surface of the fill shall secure <br /> a shoreline Permit. <br /> 11. That the north edge of the fill be located subject to final <br /> boundary of wetland area as determined by the U.S.Corps of Magi- <br />/ neers.
