There have <br /> been fewer incentives for property owners to improve the streets via the <br /> LID route and very limited funds available on either the local,state or <br /> federal level,provide these improvements. He said they recognized this <br /> ordinance places the burden on the developer. It also establishes a broad <br /> Policy for the overall city and when a certain area is developed,then <br /> hopefully a special ordinance would be prepared for,at particular street <br /> as under item 20 on today's agenda which refers to Casino Road improvements. <br /> Councilman Michelson asked if this ordinance applies to fronting streets <br /> or wi,in the development and Air.Henning replied under,is ordinance the <br /> developer would have to contribute toward the improvement of the street <br /> fronting his particular development. <br /> Councilman Overstreet asked what the developers felt about the proposed <br /> ordinance and Mr.Henning replied that several developers had been very <br /> supportive of it. Most of the thgative comments are coming from developers <br /> who are asking if they developed a block that was in an area that had no <br /> sidewalks ox paved streets etc.would they still have to improve the <br /> street fronting on their development. <br /> He said the Mayor's Contractors,Committee was aware of the ordinance and <br /> also knew that a workshop would be held today even though they were not in <br /> attendance. He said they had aleo been notified that final reading would <br /> be held next week. <br /> Harold Trammel felt the streets should be developed to a certain standard. <br /> and that developing these streets on a piece meal basis was incorrect. <br /> The meeting then recessed. <br /> The regular meeting of the Everett City Council reconvened at 10:00 am in <br />:1YV the Hearing Room of the Courthouse,President Gipson presiding.
