That there exists in the City of Everett a need for such low-rent hous- <br /> ing which is not being met by private enterprise; <br /> 2. That the application of the Local Authority to the Government for a <br /> preliminary loan in an amount not to exceed$6,800.00 for surveys and <br /> pianning in connection with low-rent housing projects of not to excDed <br /> aPProximately 34 dwelling units is heieby aPProved. <br /> -I <br /> R011 was called with all councilmen voting yes except Councilman Michelson <br /> who was excused. <br /> Motion Carried <br /> RESOLUTION <br /> ilmanbLUotmlitns9,omzeconded by Councilman Overstreet to adopt Reso- <br /> Resolution approving the form of cooperation agreement between the City of <br /> Everett,Washington and the Housing Authority of The City of Everett,Wash- <br /> ington,and authorizing its execution <br /> llhereas,it is the policy of this locality to eliminate substandard and <br /> other inadequate housing to prevent the spread of slums and blight and to <br /> realise as soon a,feasible the goal of a decent home in a suitable living <br /> environment for all of its citizens;and <br /> Whereas,under the provisions of the United States Housing act of 1937,as <br /> amended,the Department of HOUSin,and Urban Development is authorized to <br /> provide financial assistance to local public housing agencies for under- <br /> taking and carrying out the development and operation of low-rent housing <br /> projects that will assist in meeting this goal;and <br /> 29591.248,Purruant to Section 18 (7)(7)of the United States Housing Aet of • , <br /> 1937,as amended,it is necessary that the City of Everett enter into a <br /> Cooperation Agreement with the Housing Authority of the City of Everett <br /> (hereinafter referred to as the.Loc.d.Authority.)providing 000 local <br /> cooperation in connection with such low-rent housing project;and <br /> Whereas,pursuant to and.in compliance with the provisions of Section I <br /> 35.83.030(10)of the Revised code of Washington,the City Clerk of the <br /> City of Everett did i,cdc in three public places notice of a public hearing <br /> before the Council for the purpose of giving all interested persons an <br /> opportunity to be heard as to whether loch Cooperation Agreement Should <br /> be entered into;and <br /> 1Mereas,the notices for a public hearing have been posted as above provided, <br /> and the City Council of the City of Everett held a public hearing an. <br /> 24, <br /> 1979 giving all interested persons an opportunity to be heard ae to whether <br /> the proposed Cooperation Agreement,in the form hereinafter set forth, . , <br /> should be entered into;which said hearing-has been concluded with all , <br /> metiers in connection therewith having beet fully considered by the City ' <br /> Council of the City of Everett; <br /> Now therefore,be it resolved by the City Council of the City 09 221711€ <br /> as follows: <br /> [ <br /> 1 <br />
