39 January 24,1979 Whereas,the Housing Authority of the City of Everett,Washington Mevein called the',meal Au7aority.)Is a p.11c-housing agency and is applying to the GOVernMent for a preliminary loan to cover the costs of surveys and planning in connection with the development of low-rent housing; '811 urio=:!ore,be it resolved by the Council of the City of Everett '01 1. That there exists in the City of Everett a need for such low-rent hous- ing which is not being met by private enterprise; 2. That the application of the Local Authority to the Government for a preliminary loan in an amount not to exceed$6,800.00 for surveys and pianning in connection with low-rent housing projects of not to excDed aPProximately 34 dwelling units is heieby aPProved. -I R011 was called with all councilmen voting yes except Councilman Michelson who was excused. Motion Carried RESOLUTION ilmanbLUotmlitns9,omzeconded by Councilman Overstreet to adopt Reso- Resolution approving the form of cooperation agreement between the City of Everett,Washington and the Housing Authority of The City of Everett,Wash- ington,and authorizing its execution llhereas,it is the policy of this locality to eliminate substandard and other inadequate housing to prevent the spread of slums and blight and to realise as soon a,feasible the goal of a decent home in a suitable living environment for all of its citizens;and Whereas,under the provisions of the United States Housing act of 1937,as amended,the Department of HOUSin,and Urban Development is authorized to provide financial assistance to local public housing agencies for under- taking and carrying out the development and operation of low-rent housing projects that will assist in meeting this goal;and 29591.248,Purruant to Section 18 (7)(7)of the United States Housing Aet of • , 1937,as amended,it is necessary that the City of Everett enter into a Cooperation Agreement with the Housing Authority of the City of Everett (hereinafter referred to as the.Loc.d.Authority.)providing 000 local cooperation in connection with such low-rent housing project;and Whereas,pursuant to and.in compliance with the provisions of Section I 35.83.030(10)of the Revised code of Washington,the City Clerk of the City of Everett did i,cdc in three public places notice of a public hearing before the Council for the purpose of giving all interested persons an opportunity to be heard as to whether loch Cooperation Agreement Should be entered into;and 1Mereas,the notices for a public hearing have been posted as above provided, and the City Council of the City of Everett held a public hearing an. 24, 1979 giving all interested persons an opportunity to be heard ae to whether the proposed Cooperation Agreement,in the form hereinafter set forth, . , should be entered into;which said hearing-has been concluded with all , metiers in connection therewith having beet fully considered by the City ' Council of the City of Everett; Now therefore,be it resolved by the City Council of the City 09 221711€ as follows: [ 1
