He said these were <br /> Referendum 27 funds,and reviewed the agreement,explaining differences <br /> in the former loan contract end pointed out that one section stated <br /> .if the specified ordinance is not passed,or if construction of the <br /> filter plant is not completed by Decex.ez 1,1,83,or any other date <br /> mutually agreed upon by both the applicant and department,in writing, <br /> the loan will be repaid as specified in E(1). E(1)states 01683,3,063 <br /> loan would have to be paid with 5 equal consecutive annual repayments <br /> d..one year after the date of submittal of all documents to DSHS. <br /> Councilman Overstreet was concerned with the completion date of <br /> December,1983,stating he felt it wouldn't be fair if the plant was <br /> under construction,but not completely finished,that the City wou/d <br /> have to pay back all the money,rather than having it turned into a <br /> grant as per the contract. <br /> Mr.Baal,.felt if the plant was under construction at that date, <br /> the State would hOnor,this letter until the actual completion date. <br /> Moved by Councilman Overstreet,seconded by Councilman Langs,to <br /> authorize the Mayor to sign the agreement that moves the City along <br /> towards the filtration system,with the proviso that it is still <br /> subject to final agreement with other outlying water districts;that <br /> they will participate,and that the Mayor is directed not to authorize <br /> the Consulting Engineer to proceed with the design until such time as <br /> damia4111J <br />
