firle -- - — <br />, 196 <br /> I May 16,1979 <br /> r I <br />, WATER FILTRATION(CB 795-218) <br /> , mary Haglund stated this meeting was a result of the action taken bY <br /> the Council at a recent meeting,when a proposed amendment to the <br /> I Alderwood Water Contract was presented,and Council was not favorable <br /> to this amendment. eheF had suggested a meeting be held with all of <br /> the participants in attendance in connection wi.repaying the loan <br /> to DSHS for water filtration facilities. All members of the Utility <br /> , Coordinating Corenittee and all agencies involved in the repayment had <br /> been notified and were present today at the meeting. <br /> Dick Thompson,Administrative Assistant,felt that all agencies bad <br /> to be involved in the decision of when the City was going to filter; <br /> I was it going to be when the 758 of the outside monies were received, <br /> or 908,or 70%,etc.,or will it depend on the qualitY of the Water, <br /> , whether there are outside monies available or not. He felt this was <br /> an ieportant issue,and that all agencies involved should take part in <br /> the discussion on it. <br /> . • Bruce Tones,Assistant City Attorney,said the majority of the contract <br /> • holders had no problem with repaying the grant,but they were concerned <br /> that filtration might be constructed without a grant,and that the cost <br /> , I would he excessive. He said the staff was concerned with the wording <br /> that stated Alderwood Water District would participate In repayment of <br /> the filtration system if 758 of outside monies were received. They felt <br /> this would cause trouble if there were water quality problexw,as the <br /> Federal government would probably take them to court and force the City <br /> to construct filtration facilities,whether they had received 758 of <br /> IIIII III the outside monies or not. He said also,with the P.U.D.constructing <br /> a new power facility in the Sultan Basin,and the lack of control of <br />/4I,11,. the water,that this could force the City into filtration. <br /> 0• t ! He recommended that the section which includes 758 in the proposal by <br />%a. r the Alderwood Water District be revised to read as follows: <br /> .Provided that water quality remains atlevels which do not <br /> 4 I - constitute violations of Federal water quality standards <br /> or viOlations of Washington State Department of Social <br /> Ir%I 4 H and Health Services standards,which are enforced by order <br /> of a Superior Court of the State of Washington,the City <br /> and the District agree not to proceed to construct filtration <br /> I%I II,'%'; facilities until such time as at least 758 of the construction <br /> costs are provided through grant monies(Federal or State)." <br /> Les Erickson,Manager of Alderwood Water District,reported he did not <br /> IIIIII:t [i have a copy of this proposed change,and felt that he could not approve <br /> this without taking it back to the cities who purchased water from the <br /> Alderwood Water District. <br /> Ben Merry,of DSHS,felt filtration was going to be a certainty,and he <br /> . . suggested changing the language to the effect that.all parties agree <br /> IIIII4) , that the project is economically feasible.,rather than setting a <br /> fI:( ,'' percentage figure in the contract. <br /> 1..V I i Les Erickson recommended that the wording of the proposal should be <br /> sent back to the Coordinating Utility Committee for their recommendation. <br /> er Ir.
