He said we are hoping to use the request for
further annexation to the Fircrest Sewer District as a vehicle to try
to simplify the contracts we have with fircrest and put in some definite
limitations on capacity in the system. He said there are 2 master con-
tracts, and several amendments to the second master contract involving
Fircrest. It is an extrenhly complex system of contractual management
of our sewer service to that municipal corporation. Due to the corn- •
plexity of the process, the City has not been able to send to Fircrest
the staff's approach to the problem. From the City's position,we are •
•
•
• in favor of as long as the contractual provisions are cleaned up
and make sure there are significant provisions on capacity. He said
the City should have the right to impose restrictions on their connections .
because•our capacity is becoming severely strained. No commitments have
• .11
been made on this.
Mr.PeteDeteuwstated he had a 5 acre parcel of land that is within the
320 acre parcel that has been annexed to the District. He bought the
land with a formal preliminary plat aPproval from Snohomish County. He •
said that bad been granted in October of.78. Based on the review of
•
the Hearing Examiner's report which indicated that sewer service would •
•
be provided by Fircrest,he went ahead and closed the deal and bought
the property in January of 15•75. He said in February, prior to starting
any construction on the plat, utility designs and plans were Submitted
•
. •
•
• 1
