Roll was called with all Councilmen voting yes,except Councilman Aldcroft,who was excused. • Motion Carried Mr.Fullerton then reported that the Engineering Department had been • negotiating with tne School District on the exchange of certain ) rights-of-ways that were felt to be beneficial to the needs of the City. These rights-of-ways are: 1) Easterly portion of Cascade High School(proposed Evergreen-casino interconnect): 2) Easterly portion of Emerson School(proposed widening and realignment of 7-th Avenue S.E.and 88th St.S.E.). He said these rights-of-ways • contain a total area of approximately 31,285 selhare feet eDd are both within the R-1,Single Family Low-Density zone. The difference in area between the vacations and the exchanged rights-of-waye is approximately 10,405 square feet. .. There are existing utilities within each street and alley to be vacated,therefore easements would need to be retained for recon- struction,maintenance,access and operation purposes. He said the Engineering Department is recommending that CitY Council • approve the proposed vacations requested,with approVal contingent • upon: I) Retaining easements for existing utilities: 2) Deposit • of a$500 appraisal fee: 3) PaYment to CitY of Everett oi SSS-hal the appraised market value of 10,405 square feet(difference between • • vacations and exchanged rights-of-ways)based on an R-3 zoning. .• Bill Dunn then said he would like to make a statement for the record that he felt the property should be an even exchange rather than the additional money-as recommended. • Councilman Baker suggested this decision on the trade-off,etc.should ( be delayed until such time as the residents in the neighborhood of the Cascade High School exchange could be notified and meet with the Council so they were aware of what was going on. • . • •, ffr
