445 <br /> October 3,1979 <br /> • <br /> Couneilman,Overstreei_felt the,president had been infomlied by a vote of <br /> 4 to 3 that the Council wished to be made aware of the role they were <br /> to play in negotiations and he had refused to do this. <br /> Councilman Baker said to clarify this,she felt the Council does have <br /> the right to change the contract and not just say yes to the Mayor's <br /> recommendations. She said they do ha,the right to review the con- <br /> tracts. <br /> Councilman Gipson felt the Council should sit down and discuss the <br /> Pros and cons of the present contract and the new contract. sug- <br /> gested this would unify the Council and the Administration. <br /> Councilman Pope asked that this be continued after today's regular <br /> session. <br /> HEARING-(CA 798-363) <br /> Continued hearing was held on the proposed vacation of 25th Street <br /> from Rainier to the alley west of McDougall. Craig Fullerton explained <br /> at the previommteeting it was pointed out that the School District <br /> and the two protesters had met and came to a conclusion that 60'east <br /> of the alley would not be blocked off and could be USed as a chute for •, <br /> the large trucks delivering for the businesses in this area. He said <br /> Mr.Sanford,representing B&M,had called and said he was still pro- <br /> testi,the vacation of 25th Street. <br /> President Aldcroft asked if the alley was wide enough,and Mr.Dunn <br /> of the School District replied that the traffic engineer had looked into <br /> this and felt it was wide enough at present to handle the traffic. If, <br /> in the future,it was found that this was not true,the School District <br /> would consider deeding some propertY for tne <br /> Moved by Councilman Michelson,seconded by Councilman Langus,to close <br /> the public hearing. <br /> 3 <br /> Roll was called with all Councilmen voting yes. <br /> Motion Carried <br /> Mr.Fullerton then explained that there were two ordinances before the <br /> Council today. He said that it was his understanding the Council felt <br /> that only the area to within 60'of the alley would be vacated. How- <br /> ever,Mr.Dunn's understanding was that the whole area would be vacated <br /> even though the fence would come to within 60'of the alley. <br /> Councilman Baker felt there should be some sort of guarantee that this • <br /> fence would not be moved shortly after the vacation was approved,if • <br /> the whole street were vacated, and COUncilMan P.P.agreed with thi.. <br /> Mr.Dunn of the School District said they felt that',in the fury, <br /> at some such time as these businesses were changed and that the chmin <br /> was not needed,then the School District could move the fence to the <br /> alley without going beet t.tte city. <br /> I <br /> Councilman Pope felt the property should be vacated only to the fence <br /> line and if the balance of the property was not needed in the future, <br /> then the School District could come back to the City and request that <br /> it be vacated. . <br />
