. . . • <br /> 495 <br /> October 24,1979 <br /> mEmORANDUM.OF UNDERSTAND/NG-UPPER PUGET SOUND BASIN-ICE 7910-466) <br /> moved by Councilman Overstreet,seconded by Councilman Gipson, • <br /> authorize.e Mayor to sign a Memorandum of Understanding for Coordinated <br /> Surface Water Planning,Upper Puget Sound Basin. <br /> Roll was called with all Councilmen voting yes,except President Aldcroft, <br /> who was absent. <br /> Motion carried <br /> HEARING"...PLAT OF SCOTT)S.GLEN-(CB 7910-445) <br /> Gerry Ervine reported that an application had been received from Reinhardt <br /> and Sons Construction for preliminary approval of the Plat of Scott's Glen. <br /> • <br /> The proposed plat is located north of 100th,east of 1st Avenue,and will <br /> consist of existing.5 acres,with access off 1st Avenue via two cul- • <br /> de-sacs. The zoning is R-1 Single Family Low Density. Mr.Ervine • <br /> stated that the PUD iin the process of constructing new fcilities in <br /> the area and when these facilitiescompleted there lobe no problem <br /> in serving the proposed subdivision,and that the proposed 6"water main <br /> extension with a 4"main in the cul-de-sac should adequately serve the • <br /> site. Lots 2 and 3 could be served by a 2"plastic main. New hydrant .• <br /> is to be located at the common property line of Lots 1 and 4. The proposed • <br /> sewer extensions should be adequate to handle the needs. • <br /> Mr.Ervine said that in order to handle the drainage,there is an easement <br /> running East between Lots 6 and 7 which should be at least 15'wide and <br /> should be designated as a driveway area for one of the lots to also pro- • <br /> vide access to the detention area. A setback line above 635'contour should <br /> be established on the backs of Lots 3,6 and 7 with a requirement that <br /> • <br /> structures and/or fill be placed west of that line. A plan to control <br /> erosion durin,and after construction must be approved prior to oom0000top <br /> site preparation.. <br /> There willadditional right-of-way dedicated along lst Avenue, <br /> a 22'pavement width and east side curb,gutter and sidewalk from 100th <br /> • <br /> to Marilyn and a 30'right-of-way will be provided along the southern <br /> edge of the plat 1100.St.alignment). A Power of Attorney guaranteeing <br /> participation in future improvements to 100th St.is also required. <br /> a <br /> 14r. <br /> Ervine stated that the staff has 3 addend:0ns and they are: 1)that <br /> the applicant shall be required to make a contribution to the City's <br /> utility fund for the purpose of assisting in the constr....a of an en- <br /> larged South End Sanitary Sewer Interceptor; 2)allow direct access to <br /> 1st Ave.W.from Lots 1,4 and 9;and, 3)at the time 100thim- <br /> proved,the storm drainage easement between Lots 6 and 7 can be eliminated. <br /> Mr.Merlin Gilbertson,of Lake Stevens,said he bought a 2-acre piece of <br /> property in that area and the front side of the lot is zoned Commercial, <br /> but the back side was soned Residential. He asked if it was still the • <br /> City's policy not to have split happen Gerry Ervine answered yes. <br /> Mr.Gilbertson then asked what will when he requests a zone change • <br /> from Residential to Commercial,and Mr.Ervine said that he would be re- <br /> quired to have a buffer zone at the back of his property which would ea <br /> a setback of 12'and of that a 5.deep,6'high,light-nbscuring trees. <br /> President Pro Tem michelson asked if anyone else wished to speak,and no <br /> one replied. <br /> .• <br />
