615 December 26,19. wHEREAS,under the direction of the Mayor and City Council,an Ad Hoc Steering Committee was appointed to assist the City,the Parks and Recreation Board and staff in developing a Master Plan;and .EREAS,Wilsey 6 Ham,Inc.was employed to design the Devel0P- ment Master Plan providing the necessary requirements,needs,and use of the 60-acre park;and ...FAS,the Everett Parks and Recreation Board,the Ad Hoc steering Committee,and the City Council of the City of Everett con- siders it in the best public interest to make improvements in the regional 60-acre park in order to comply with the original grant application,generally located in the southwest portion of the city, west of Walter E.Hall Park,and south of Casino Road,and east of Airport Way; NOW,TREREFORE,BE IT RESOLVED BY THE CITY COUNC/L OF THE CITY OF EVERETT: 1. That the Mayor be authorized to make formal submittal to the Heritage Conservation and Recreation Service that the City of Everett is complying to provide a Development Master Plan for tle 60-acre park; 2. That the City of Everett is exploring the possibilities of • financing the development of the 60-acre park,located in the south- western portion of Everett,Washington; 3. That the City will subndt to Heritage Conservation and Recreation Service by February 15,le.,the commitment of a develop- ment schedule to be in compliance as outlined in the origirel grant application,and • 4. That this resolution becomes a formal compliance to the Heritage Conservation and Recreation Service. Roll was called with all Councilmen voting Ye.. Motion Carried Moved by Councilman Overstreet,seconded by Councilman Baker,to Prepare an ordinance to stay within the time frame and to place this on the March 1.0 ballot,funding to be G.O.bonding. Motion Carried MUNICIPAL DEPARTMENT-EVERETT DISTRICT COURT-4C14 7912-5601 .r..rad cattie,city AttorneY,presented a proposed resolution which authorizes the Mayor and City Council President to sign a petition to establish a Municipaleepartment in the Everett District Court. Mr.Cattle said the petition asks for a part-time judge but would intend to appoint a full-time judge if the caseload required one. Mr.Cattle stated that the presiding room is used very little for arraignments and they could probably accommodate us a.for trials we would have to use other rooms. He spoke about the need for additional equipment.
