The first priority wars 54 units of new construction <br /> or families,44 small and 10 large,and the second priority was 68 units <br /> Of existing for elderly E.said the resolution before the Council <br /> stipulated this. The Conmittee also nad some other recommendation,and <br /> these were as follows: <br /> A. Congregate housing facility for the elderly. There Was concern tqat <br /> the new congregate facility would,in fact,be too similar to con- <br /> ventional ararbnent units. Therefore,the Subcommittee recommended <br /> that the City Council and the Mayor do all possible to ensure that <br /> the congregate facility include minimal individual kitchens,with <br /> maximum central kitchen and dining accommodations and other features <br /> whiGh will approach congregate care as much az Posaihle. <br /> • <br /> B. The second vas general housing issues,and he said one nwason why <br /> there is such a severe low income housing problem is because there <br /> is a general shortage of housing in the area,especially of affoid- <br /> able housing. In order to encourage the construction of new housing, <br /> the Subcommittee recommends that the City review the following: <br /> 1. Reducing parking requirements in certain areas of the City <br /> snd certain tYPea of housing projects which have a demonstrated <br /> reduced need fox parking. <br /> • 2. Radocing Permit processing tire. <br /> • 3. Reduce risk for developers by adopting a hearing examiner: <br /> system. <br /> 5. Initinl suPP/y of multiple-farnily zoned land. <br /> • <br /> • C.
