rr <br /> 28 <br /> January 16,1980 <br /> coencilman Langus spoke in favor of the proposal and hoped that it would <br /> be a favorable vote on the ballot. <br /> BLOCK GRANT PROGRAMS <br /> Jasmine Lim,of the Planning Department,reported briefly on the presenta- <br /> tion that would be before the Council this evening on the allocation of <br /> funds for the Community Development Block Grant Program. <br /> Councilman Langus questioned whether Number 6 and 15 were not dupli- <br />, <br /> cation of services and Mrs.Lim explained that Number 6 was legal <br /> services which dealt only with CHIP clients and Number 15,Landlord <br /> Tenant COnnseling,had nothing to do with the CHIP program. <br /> Councilman aldcroft asked what this landlord tenant counseling was,and Mrs. <br /> Lim explained that it was a question and answer tYPe facility;if a person <br /> GUestioned whether they were getting the P.P.=treatment trom their <br /> landlord,etc.,this counseling would explain their rights under the law. <br /> bre.Lim pointed out that land acquisition had been allocated to Lowell; <br /> she said they were wishing to purchase a site that has an equipment <br /> rental facility on the prePertY and the},wonld like to Purohane the <br /> property and make a park out of it as they felt the equipment rental <br /> facility was detrimental to the neighborhood. <br /> Councilman Gipson objected to the prePertY being Perch...and used for <br /> Parb as he felt that low income housing was['will'needed and anY land <br /> acquisition should be u sed for that purpose. <br /> It'bItneetarlin ti:g[V,abT.jtel,Tm7ghn:Yunnoel'o7=m:E=1.„ <br /> President Overstreet then explained the 3 resolutions regarding block <br /> grant funds would be presented at the regular meeting at 7:00 this evening. <br /> on motion the meeting recessed into Executive Session. <br /> The regular meeting of the Everett City Council reconvened at 7:00 p.m. <br /> in the Council Chambers of the Everett City Hall with President Overstreet <br /> presiding. Upon roll call it was found th.c.11 c...cil.e...xe in <br /> attendance and mayor Moore was excused. <br /> Minutes of the meeting held Jamul,'9,1980 were approved as printed. <br /> APPOINIMENTs <br /> Dick Thompeon,Chief Administrative Assistant,asked for concurrence by <br /> the Council of the Mayor's appointment of John Friel to the Planning <br /> " Commission. <br /> Moved by Councilman Gipson,geom..by Councilman Langus,to Concur in <br /> the Mayor's appointment of John Friel to fill the unexpired term of <br /> Mary Hale on the Planning Commission,term to expire January 1,1981. <br /> Roll was called with all Councilmen voting yes. <br /> Motion Carried <br />
