President Overstreet asked Mr.Gregoire if thus had been discussed <br /> and Mr.Gregoire said it had not. <br /> TildanTI4 n'21;=.°'sc"" <br /> Councilman Michelson asked Mr.Shockey if his client had any objection to <br /> openang up Forest Drive to Mukilteo Blvd.and Mr.Shookey replied the <br /> reason the street was closed was because it is a blind curve and if it were i <br /> to be reopened some of the neigh.rs might take action to prevent it. Mr. <br /> Shockey said the developer is willing to straighten the curve on Mukilteo <br /> Blvd.and Councilman Pope asked if a slow down lane will be provided. Mr. <br /> Shockey stated there were adequate gaps in.e traffic with acceleration <br /> and deceleratuon. /t was his opinion that there was adequate reaction time <br /> at that intersection. <br /> Mr.Gregoire stated that another issue needs to be addressed. He said when <br /> building permits are secured for the lots in this development the 555 <br /> ordinance has to be addressed also. The developer should not have to pay <br /> for improvements on Mukiltec,Blvd.for those lots as it is a community wide <br /> arterial street and no.of the lots will have access directly to Mtdcilteo <br /> Blvd. An additional finding should be added that improvements along Mukilteo <br /> Blvd.not fall under the 555 ordinance when building permits would be secured. <br /> Councilman Pope asked if that option could be transferred from Mukilteo Blvd. <br /> to Forest Drive and Mr.Gregoire said if there is any consideration for an <br /> L.I.D.on Forest Drive in the future the residents of this property will be <br /> paying for 28 feet of paving on Forest Drive and asphalt sidewalk. They <br /> will have made a contribution to the area and the recommendation is that <br /> they be credited with that. <br /> Councilman Pope then questioned Herb Boushey,of the Public Works Department, <br /> , <br /> on what impact increased traffic will have on 46th or 4Ith and Mr.Boushey <br /> said there will be an impact as the street is gravel based with an oil shot <br /> seal on top. He said most of the damage would take place during construction 1, <br /> activity by heavy trucks. Mr.Boushey stated that Condition#11 states that <br /> an,'damage du.,plat construction done to 47th Street,Forest Drive,46th <br /> Street shall be repaired prior to final plat approval. <br /> Celia Strong of the Public Works Department reported that there is an L./.D. <br /> on Mukilteo Blvd.which requires curb,gut..and sidewalk but no decision <br /> has been made on how wide Mukilteo Blvd.should be curb to curb.
