189 <br /> April 23,1980 <br /> WHEREAS,Section 4(D)of Ordinance 459-77 provides that the City <br /> Council nmy authorize closure of any street on a temporary basis,and <br /> WHEREAS,the City Council in compliance with said ordinance does desire <br /> to authorize a temporary closure of certain streets in the City of Everett, <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT <br /> that the streets abutting the Civic Auditorium--specifically,Colby <br /> Avenue,25th Street,Wetmore Avenue,and 24th Street--be closed to all <br /> vehicular traffic during CENTERSTAGE performances,from 7:00 to 11:00 p.m., <br /> on Saturday,May 31 and Friday,September 5,1980,and that parking in these <br /> closed-off sections also be prohibited. <br /> Roll was call.with all Councilmen voting yes. <br /> Motion Carried <br /> Cf7211T2s%t:e:te'CIZT4T1113 fl=nr7:11=1:%!"'""t <br /> PUBLIC HEAR/NG-PLAT OF FOREST RIDGE-(CB 803-145) <br /> President Overstreet stated this was a continuation of a hearing held at <br /> the site of the proposed plat and asked if anyone from the audience wished ( <br /> to speak and no one replied. <br /> Dennis Gregoire reminded the Council the Planning Commission had granted ' . I <br /> tentative approval to the Plat of Forest Ridge subject to conditions set <br /> forth. <br /> Moved by Councilman Pope,second.by Councilman Langus,to cloae the <br /> public hearing. <br /> Roll was called with all Councilmen voting yes. <br /> Motion Carri. <br /> Moved by Councilman Pope,seconded by Councilman Gipson,to add a con- <br /> dition el,which provides for a deceleration lane off Mukilteo Boulevard <br /> into the Forest Ridge subdivision at the expense of the developer. <br /> Councilman Pope said this intersection should be taken on ite own merits I .r <br /> and he could foresee future accidents. He said everything could be moved d, <br /> over and provide an 8.lane for turning. <br /> Councilman Baker requested input from Ron Cameron as to how access on to <br /> Mukilteo Blvd.should be handled and what our policy is and Mr.Cameron <br /> replied that the PRD had substantially more units with the reeult that the <br /> only access to that PAC was on Mukilteo Blvd.at this existing right-of- (I <br /> way. It was not proposed with a right turh deceleration-acceleration lane i <br /> but a left turn lane required for westbound traffic coming out the ! <br /> Boulevard and there were severe traffic reservations on Mukilteo Blvd. <br /> for increased crossing times of pedestrians that would be using the buses, <br /> particularly in the winter months. Mr.Cameron stated that the general <br /> number they use in terms of traffic engineering design for a right turm <br /> lane is at least 250 vehicles per hour with opposing traffic at this location i! <br /> on the Boulevard the peak hour volume will be less than 50 vehicles per <br /> hour. He said the criteria is not there in terms of design standards <br /> and in terms with being consistent with what is in that section. <br /> (. 4 <br /> !r 4 <br />• <br />
