He <br /> 'thought the rates should be increased annually to go along with the inflation <br /> inasmuch as the other lots were charging higher rates right now. <br /> Councilman Baker explained this was an average charge over a four-year period, <br /> taking inflation into consideration. <br /> Bill Dobler,of the Downtown merchants Association,said they had not been <br /> notified about this proposal and felt that they could have worked with the <br /> city on it. He said the rates in Everpark and the rates suggested by Wall <br /> Street Building are not neccesarily competitive,that Mle other lots are much <br /> higher. He felt the best income from the parking garage were from hourly <br /> stalls and that there should be at least sixty hourly stalls during the year <br /> with the amount going up to one hundred in DecesMer. <br /> councilman Gipson asked if he didn't feel there would be an advantage in <br /> having these two to three hundred employees in downtoWn Everett,and he agreed, <br /> saying that there should be a great advantage to the business people with • <br /> these additional shbppers in the downtown core. However,he felt that infla- <br /> tion and.the market value had not been taken into consideration in the proposed <br /> price for these leased stalls. <br /> Bill Cushsan,Finance Director,said inflition and market value had been <br /> addressed. They had been discussing this ProPOSed leaSe f0r tWO months a.f <br /> had looked into all areas of it. He pointed out that the price of these <br /> stalls were going from the$16.00 charge at present uP tO 522.80 aS Soon as • <br /> the lease was signed and then in two years,raised again to$24.00. <br /> Councilman Baker felt that she'd be more comfortable with a lease for 150 <br /> stalls for the four years and 50 stalls on an annual lease. <br /> Moved 000ouncilman Michelson,seconded by Councilman Lang0$to authorize the <br /> Mayor to negotiate a lease with the Wall Street people for 200 11110 11$22.00 <br /> per month for the first two years and$24.00 per month for the second two years, <br /> pending publication of the proposed lease as per City Charter. <br /> Moved by Councilman Pope,seconded by Councilman Gipson to amend the motion, <br /> changing the number of stalls to 150 on a four-year lease and 50 for a one- <br /> year lease to be negotiated annually. - <br /> • <br />, Roll was called on the amendment with all Councilmen voting yes,except Coun- <br /> cilmen Langus and Michelson who voted no and Councilman Alacroft who was absent. <br /> Amendment Carried <br /> Roll was mailed on the main amtion as amended with all Councilmen voting yes, <br /> except Councilman Alderoft-who was absent. <br /> Motion Carried <br /> WIG..HOLLOW PARR TITLE(C0808-357) <br /> moved by Councilman Gipson,seconded by Councilman Baker that the Mayor be <br /> authorized to transfer the title to the land underlaying Wiggum Hollow Park <br /> .• <br /> from Snohomish County to the City of Everett. <br /> • <br /> Councilman Miche“on asked where the money was coming from to redo this park <br /> and the answer was that no City funds were to be used,but there were Federal • <br /> funds available. <br /> Roll was Called with all the Councilman voting yes,except Councilmen POpe <br /> and Michelson who voted no and Councilman Aldcroft who was absent. <br /> Motion carried <br /> • <br />
