Its ultimate <br /> success is contingent upon adequate.staffing and funding resources being <br /> made available. Although with the assistance of the City Council,I will <br /> make every effort to fund these programs adequately,given the present <br /> fiscal uncertainties of our times and other unanticipated munici,.1 <br /> Priorities,,I cannot give you an absolute guarantee that full funding of <br /> all programs will be provided. <br /> My final comments relate to the process which I strongly feel should be <br /> followed by the City in noting on the Committee's report. In mg°Pin..., <br /> the city Charter is very explicit in declaring that"it shall be the <br /> duty of the Planning Commission to make recommendations to the Council, <br /> Mayor and other City departments on the City's broad planning goals and <br /> policies and on such plans for the development of the city.s its present <br /> and future needs may require." FOr this reason,I am recommending that <br /> the Council refer all portions of the Growth Management Report which <br /> Contain any type of planning policy implications to the Planning Commission <br /> for further consideration and recommendations for implementation. I <br /> realize the Citizens Committee is most anxious for its recommendations to <br /> begin to be translated into action,but I bulieve the Planning Commission's <br /> immediate involvement is vital in order to insure the most effective and <br /> expeditious implementation of the Committee's recommendations as part of <br /> the City's ongoing comprehensive planning program• <br /> In conclusion,I stand ready TO aSS1St the Council,the Citizens Committee, <br /> Planning Commission and staff in working together to utilize the Growth <br /> Management Report as a key element in the future grow.and deteloPment <br /> of our C.V." <br /> Jim Langlois,Chairman of the Growth Management Committee,said the <br /> committee was formed at a time there was peak hon.building activity <br /> and the citizens were feeling the congestion and became concerned over <br /> how Everett would grow and felt threatened by development. Looking to tie <br /> future,a large amount of growth in the county will take place in South- <br /> west Everett and the Paine Field area,which might eventually raise <br /> questions of annexation.
