WHEREAS,the City of Everett has identified a need to develop consistent policies and standard procedures to make and carry out City decisions re- • carding retention or disposal of real property deemed surPlus by any depart- . mento and NOW,THEREFORE,be it resolved by the City Council of the City of Everett: Section 1: wy Declaration of Policy with Respect tO DisPositi.of .tr- O „ ned Proper • The Everett City Council hereby declares that it is not in the public interest for property owned by the city to remain econerdeallY nenPrOduCtrx • if it can be leased or sold for reasonable value and is not needed for some present or future municipal use. It is therefore declared to be the policy to reasonably dispose of real property that the City holds a fee interest to, .• by sale or lease,where such ProllertY is declared be bo • to its current or future needs a.where such disposition would be expected to provide the City a reasonable return from the transaction. • Section 2: Initiation of Surplus Proper.'to fn.or Ler. • A. Sale • Surplus action may be initiated by the City of Everett,other municipal corporations,governmental agencies,private corporations, • private business,or individuals. If action is initiated by other than the City of Everett,a cash deposit in an amount so determined , • by the Real Property Manager shall be posted to cover all City costs • of surplus property action. If the successful bid exceeds appraised valuen,and after title to proper.'has transferred,the aTTlicn. may request recovery of the deposit,EXCEPT,the City shall retain 508 of the actual cost of the surplus proper.'transact..including but olimited to appraisal,title insurance,recording costs,real • estate commission and escrow fees,AND EXCEPT that no recovery shall theirexehe difference between appraised value and successful bid amount.
