November 12,1981 <br /> Marshall MeCana,owner of ProPertY on Casino Road,asked that no decision <br /> he made tonight and that tn.council work with the staff to reduce the <br /> speed limit on Casino in the meantime,requesting more signs,etc. and <br /> then work with the staff and residents to come to a conclusion. <br /> Mark Hamilton,an attorney representang the Elite OeVe/oPers,Rea, <br /> Associates and an Associates,owners of property on Casino Road,said <br /> they were supporting the L.I.D.for reasons of safety and a long-range <br /> plan for the area. <br /> Gary White,617 medical-Dental Building,said for 15 years this area <br /> has been planned for a high density area and he felt being a planner <br /> himself,this was proper and supported the proposed L.I.D. <br /> Allan Foss,owner of property in the area,oPlaosed the L.I.R.and <br /> ob4ected that residents were not notified of the various hearings <br /> because the notices were mailed to the mortgage holder or banks. <br /> Helen Williams,owner of property across from the Walter Hall Park, <br /> oPPOsed the L.I.D.as their property had been re-assessed about <br /> 1008 and now wee such a price that probably it could not be sold. <br /> They had 1.6 acres which was being assessed at$32,000 and she felt this <br /> 1,4 I was too high. <br /> Ben Rirstein,representing Temple Baptist Church,opposed the inequitable <br /> assessments in the L.I.D. He recommended that Council vote down the. <br /> laI.D.until all the property owners were properly informed. <br /> Merton Gribbleu of 311 Casino,sPoke in favor of the Pro/eat and said <br /> he wished to improve his property and felt a well-managed street would <br /> k1,3 be an improvement,especially with sidewalks and ped paths. <br /> Bale Gribble,of 309 Casino,spoke in favor of the proposed L.I.D.and <br /> 14.1' agreed with the single family deferment and a ceiling on the 104 override. <br /> Flora Feenstra,of 8530 Hardeson,said she had participated In the <br /> Hardeson Road L.I.O.and felt that she would be deriving no benefit <br /> from the Casino Road L.I.D.,but had been included to pay assessments. <br /> ChrlstoPher...Otis,property owner at 903 W.Casino Road,suPported <br /> the L.I.D.for safety reasons. He felt the Southwest Everett Plan <br /> designated the Casino area to be high density. <br /> m 4, W.Davenport opposed the LID.because he felt it would create a <br /> freeway. His ligMe WasonUpper Ridge Road and he had been included in <br /> the L.I.D.,but felt he should not be assessed. <br /> b <br /> Earl Person,of 509 W.Casino,was owner of property on which there were <br /> 51111$. Re said he could have built up to 19 units If he so desired, <br /> but felt he wanted to build in this manner.
