Councilman Michelson questioned using Human Needs 00090 000 this and Mr.Cushman explained that this was an emergency and needed to be put in tonight. If the Budget Committee decided this was not the proper source of funds,it could be considered a loan and reimbursed by the General Fund at a later date. • •
