26 <br /> Fehruard Sr ldea <br /> 102 ANNEXATION PETITION ACCEPTED <br /> Moved by Councilman Stephenson,seconded by Councilman Overstreet, <br /> to accept 102 annexation petition for 20 acres west of Basch Park, <br /> and authorize circulation of 752 petition. <br /> Roll was called with all Councilmen voting Y . <br /> Motion Carried <br /> t <br /> FUNDS FOR JOB PROGRAM <br /> councilman stepheneee reported the matter of the City matching funds <br /> for a job program proposed by Rey Marsh had been discussed at the <br /> Budget Committee meeting earlier this morning and it was felt that <br /> there were agencies set up better to do this. Also,there was the <br /> liability factor to consider. It was the decision of the Budget <br /> Committee that this item be addressed in terms of matching funds <br /> tl with applications for Human Needs funding. This amount to be spent <br /> should be done in such a way that the agency could be the focal point. <br /> He commended all the work that has been done on this by Ray Marsh, <br /> Councilman Aldcroft and Council Secretary,Lois Norton. <br /> Councilman Aldcroft said Jim Bangui,CAA,the City Attorney and himzelf <br /> ha.ve been working with the Volunteers of America to oversee the <br /> program,particularly with the screening and hiring phases. Thed <br /> have the expertise and have volunteered to work with the City to do <br /> this. He felt the Budget Committee did not have the whole picture <br /> inasmuch as none of these people had been present at the Budget <br /> Committee meeting. <br /> Moved by Councilman Aldcroft,seconded by Councilman Overstreet,to <br /> adopt a resolution auNorizing City of Everett matching funds for jobs. <br /> Councilman Aldcroft spoke in support of the proposed resolution, <br /> commenting that the funds to be used would come from Human Needs <br /> funds that had at one time been designaied to various agencies,but <br /> were never used,and would be taken from 1,81 Human Needs monies. <br /> He said he felt this was a separate issue that should not be addreseed <br /> by the Human Needs Committee. <br /> Councilman Gipson said,as a member of the Budget Committee,that he <br /> could not support this,and felt the City should not be involved in <br /> rjlt that kind of expenditure. <br /> Mayor Moore then said it was the Budget Committee's feelings that <br /> r, the process of the Human Needs Committee had been circumvented,and <br /> should be postponed until they could review it. He stressed they did <br /> not oppose the resolution,but felt they were bypassing the process. <br /> Councilmen Stephenson concurred,and said the committee was go1eg to <br /> meet earlier this year,and if an agency were chosen to handle this <br /> , matter,he would hope they would not be short-clmnged when-the funds <br /> are allocated. <br /> Roll was called on the motion to adopt the resolution with all <br /> Councilmen voting no,except Councilman Aldcroft,who voted yes. <br /> Motion Failed <br /> r <br />
