Also,the City had its cern equipment to do the 1 <br /> ' striping. <br /> Roll was call.with all Councilnmn voting yen. <br /> Motion carried <br /> FIREWOOD SALVAGE AGREEMENT <br /> Moved by Councilman Aldcroft,seconded by Councilman Michelson,to <br /> authorize the Mayor to enter into a firewood salvage agreement at <br /> Basch Park with the Salvation Army and Volunteers of America. <br /> Roll was called with all Councilmen voting yes. <br /> Motion Carried <br /> BID BONDS RELEASE 6 INTENT TO AWARD CONTRACT-ULID PIPELINE <br /> Al Theal,Public Works Director,explained they are recommending <br /> release of bid bonds to all but the lowest 3 bidders on the SW Everett <br /> Interceptor ELIO Pipeline contracts due to the long lead time prior <br /> to bid award,and also that an$Intent to Award$agreement be <br /> executed with Tri-State to facilitate the shop drawing Procean. <br /> councilman Overstreet naked about the$10,000 to 96 appropriated for <br /> shop drawings review and Mr.Theal replied this would allow Tri-State <br /> to proceed on this project. However,in the event the bid wax not <br /> awarded to them,these drawings probably would be of no use to another' <br /> contractor and these dollars would be lost. <br /> Councilman Gipson asked if anyone had checked to see if they were an <br /> equal opportUnity employer,and Bruce Jones,City Attorney,Said he <br /> felt this was no problem and tlmt a EEO Certificate must be signed. <br /> Minority businesses are encouraged to bid but the City does not have <br /> a set percentage policy on this. <br /> Councilman Gipson felt there should be some in-house guidelineo on <br /> this and Mr.Jones said the City did haVe this program regarding <br /> employees,but felt Eu3 far as contractore go that some minority <br /> businessen are just put together to take advantage of this clause <br /> and lack sufficient experience and expertise to do the job. Also, <br /> that it was possible that contractors might bid higher to compensate <br /> for the many unknowns concerning subcontractors. Councilman Gipson <br /> said he would like to pursue this diocussion at a later date. <br /> Mr.Jones reported a proteoting letter on the bid had been received <br /> from attorneys representing Tri-State Construction concerning their <br /> bid where they inadvertently emitted striking out one of the options <br /> for alternate material for the pipe. However,whichever option is <br /> chosen,Tri-State is still the apparent low bidder. <br /> 'Lb <br />
