<br /> ECONOMIC ASSESSMENT STUDY
<br /> Jo.Thoresen,of Thoresen-Peterson,consultants hired to do the
<br /> Everett Economic Assessment Study,gave a status report on the
<br /> atudY,including what it has involved,pxogrees and concenaus th.
<br /> fax. E.said they have done a lot of interviewing; economic
<br /> data;evaluated tourist information;inventoried raw materials;
<br /> developed a list of future potential development for the downtown
<br /> area;reviewed Port potential and the role of Alaska's trade,and
<br /> also the housing deficiencies in the City. Consensus is that the
<br /> County is discouraging development,with the City aggressively
<br /> pursuing it. However,it is felt that Everett does have an identity
<br /> problem and aomething is needed to change the image of this community.
<br /> It will be neceeeary to look to downtown development to increase ,
<br /> employee census,but it is hard to imagine it being the retail base
<br /> it once was. Other factors to be looked at include Marina Village, ,
<br /> ha Southwest Everett's role,Paine Field area,and the health care
<br /> 4 industry,which would have a strong economic force in a community. )11
<br /> c Mx.Thoresen then said they would be meeting with the Mayor's Task
<br />, Force on March 24.for a half-day wo.session. President Pope
<br /> , suggested scheduling a workehop and inviting the business community
<br /> to participate.

<br /> Celia Strong,of the Public Works Department,reported this proposed
<br /> 1 LID COnfiisted of the improvement of Pine Street,from Hewitt to Ceder;
<br /> Cedar,from Hewitt to 3324;32nd Street,Pine to Cedar,by etreet
<br /> construction and widening,curbs,gutters and sidewalks,and to
<br /> pacdfig Eveaue,/-5 to midi street.by construction of curbs,g.,,.r.
<br /> and sidewalks. The current esseseed valuation of the land is$24.3,700,
<br /> with 258 of the improvement value of$3,963,220. There are no out-
<br /> standing assessments. The total estimmted coat of the LID is
<br /> 6910,000 and is easessed to the property in this LID. The City owns
<br /> property in the LID,which is .0.0.23,700. Asseasments were
<br /> calculated by the area method for 108 of the total cost and by front
<br /> feet for the remaining cost on Cedar,Pacific and Pine,32nd St.is
<br /> 72002200 50%by front feet and 508 by special benefit(1/2 of 508 each
<br /> to the City and the hotel).
