He suggested that Council . consider a short delay on this and re-evaluate the property south ;` 1 of Pacif ic. 1 Councilman Overstreet expressed concern over the fast track of the LID. Celia Strong said the procedure followed was fairly standard but since it was not initiated by the property ownetw it might have eeemed extremely quick to them. She pointed out notices were sent out on February 10th and then on the 15th notifying them of this public hearing. President Po,asked Bruce Jones if he had any problem with this notification schedule and he replied no. 1::- ! Councilman Michelson said it was not the Cit's intent for people tO eel, or lose their homes because of this LID;CCCCiy will work out something regatding the assessment so this will not happen. ' Bruce Jones said no program has been established yet. One plan,how- t ever,would be a 2-year deferral. Also,the City could enact an economically disadvantaged ordinance to encompass owner-occupied single-family residents. Also,the County deferred property tax criteria...Id be used for this purpose. Councilman Stephenson said he would like to see 3 parts occur: one ';! would be that major property owners north of Pacific on Pine dnd Cedar to Hewitt be obligated to develop this under Ord.555,such as the hotel and Morgan Oros.have done; that the City should research state and federal funding possibilities that might be available to 'w accomplish these improvements;and that parking be reattdcted on , Cedar and Pine between Hewitt and Pacific to improve traffic flow i ' in the event of development. : I Z' '
