COUNCIL BILL NO.832-37 FINAL READING: GRIDINANCE of the City of Everett,Washvngton,apProving :9' 4 and confirming the assessments and assessment roll of Local Improvement District No.703 for the tmprovement of Wardeson Road from Casino Road to the south City limits,as provided by Ordinance No.945-79,end levying and assessing the cost 9 and expense thereof against the several lots,tracts, parcels of land and other property as shown on the assessment t :9199 roll. 1" 1'49' AD' Bruce Jones sold this was a continued hearing from February 23rd and pointout that the protest from Mr.Feenstra had already been read into the record. The Clerk then read a protest from Draymar,Ltd. 9' 1 Celza Strong said the assessments are the same as on the preliminary roll and there were no protests at that hearing. She said the size and scope are the same as those that would have been for econorux purposes. She recommended rejecting the protest by Daymar,AU:- Bruce Jones,City Attorney,commented the Budget Committee had discussed the Feenstra protest and under Title 84 of the RCM there is a provision for means for a retired person to have their assessment deferred on their property. Re eaid that the City could make their own proposal on this type of deferral. A section could be added to the ordinance that would allow any person who qualifles to participate in any deferral program that the City comes up with. The City would then prepare a program that would be included zn this assessment roll and any other ausessment roll in the future.
