117 <br /> 139 <br /> April 20,1983 <br /> HEARING SET <br /> Aldge <br /> Roll was called on the Consent Agenda Items with all Councilmen <br /> voting Yes,except Councilman Aldoroft,mho was excused. <br /> Motion Carried 11' <br /> puBLIC HEARING-LOWELL NEIGHBORHOOD IMPROVEMENT PROJECTS <br /> President Pope seid this was a public hearing on the allocation <br /> of$30,060 of block grant funds to be Used in the Lowell Neighbor- <br /> hood,which were voted on by the neighborhood on march 28,1983. <br /> !Me.''Zoc;'„T71-1° ""' <br /> W.W.Spurling,of 5520 So.2nd,spoke of projects completed in the <br /> peat a.of those proposed for this year. He said the neighborhood <br /> felt the top priority was in the area of drainage. They also wished <br /> to have a rmighborhood-wide refuse clean-up project and favored an <br /> allocation for rodent control. <br /> Mayor Moore said he felt the County should be involved in the rat <br /> problem and should also share in the cost,and Chris Earada,of the UI <br /> Planning Department,explain.the County has investigated cOMplaints <br /> regarding rats but did not have the funds available to help much. <br /> Gail Chism,of 4601 So.4th,said the County had come out several <br /> times and looked around but eaid they couldn't find enough sub- <br /> stantiating evidence to do anything further. <br /> X1 <br /> President Pope said staff would take the initiative to work with <br /> the Health District on this problem. <br /> Hr.Spurling then introduced the members of the Lowell Neighborhood <br /> group that were present and they were thanked for their excellent <br /> efforts. <br /> President Pope asked if anyone else wished to speak and no one <br /> replied. <br /> Roll was called on the motion to close the public hearing with all <br /> Councilmen voting yes,except Councilman Aldcroft,who was excused. <br /> Motion Carried <br /> RESOLUTION <br /> ERUPt Itstr00m:.°1362::'Ll=rea <br /> A SESOLUTGON accepting the Lowell Neighborhood's <br /> resormendations for expenditure of approximately <br /> 830,060 of Cormunity Development Block Grant funds, <br /> specifying the improvements to be made:and authorizing <br /> the preparation of a Plans and Syetems Ordinance for <br /> construction and project implementation in the Spring <br /> and Summer of 1983. <br /> fy , <br />
