Upon roll call it was found <br /> that Mayor Moore and all Councilmen were in attendance. <br /> :1=g21:1IM:n'g=r=datli:InglLmw=i3Tv::pgvnted <br /> the minutes. <br /> NEW POLICE OFFICER <br /> Police Chief Al Shelstad intr.uced Vincent Boyd Bryant,new <br /> Police officer,who received h.badge from Mayor Noore after <br /> being sworn In by the Deputy City Clerk. <br /> ECONOMIC ASSESSMENT STUDY PRESENTAT/ON <br /> David Peterson and John Thoresen of the firm of Thoresen-Petereon <br /> presented Councilmembers with copies of the Economic Assessment <br /> Study and Downtown market Analysis. <br /> Mr.Peterson briefly explained the background of the downtoyy market <br /> analysis and what went into it,pointing out it was not a plan of <br /> action,but merely an analysis. The purpose was to establish data I.47 <br /> base for the market study. The first 21 pages of the report deals '3,0 <br /> property values for this data.base. It was found that land <br /> values a.rents were very compete... Also,it was found that <br /> the downtown area was a mixture with 2-3 strong retailing firms as <br /> the anchor,showing greater streng.than originally thought. <br /> Mr.Thoresen said the conclusions are rather mixed and that hotel, <br /> retailing and office markets were <br /> bexamined. There is the demand <br /> for one additional general merchandising firm 3.3,the downtot.area, <br /> there will e need in the future for additional office space downtown , <br /> although there are many vacancies presently in the southwest area, <br /> and occupancy levels are so low at this time in hotels-motels that <br /> additional unite are not needed now. <br /> Councilman Stephenson asked id a general merchandising firm were <br /> to come in and perhaps other retailers,how valid would this study <br /> be then and Hr.Thoresen replied that at that point in the future <br /> another analysis might be needed. <br /> t E. <br /> Mr.Peterson then explained who participated in the assessment <br /> study and said the report reflects what exists now and what <br /> would like to be accomplished. /n other words,this was an action <br /> plan. He said Everett was identified as an older city,still a <br /> milltotm a.has retained its city-ness and has not previeuslY <br /> shown a desire to grow and expand. <br /> Mr.Thoresen briefly reviewed the 11 action projects recommended <br /> in the report. These were as follows: 1)forming a non-profit <br /> development corporation with public and PrIvate <br /> new commercial recreation develop..at the foot of Hewitt <br /> Avenue in the Pier 3 area;3)Everett Civic Center;4)downtown <br />, development,5)Port Development;6)industrial marking development <br /> .d further support of 1312C;7)Paine Field future;8)tourism <br /> Promotion;9)medical development;10)international trade <br /> awareness;and II)annexation. <br />
