229 <br /> June 21,1983 <br /> The first hearing on the preliminary Budget for the year 1984 was called <br /> to order by Budget Committee Chairman,Councibnan Stephenson in the <br /> mAdio Conference Ream of the Everett CitY Hall. HPon roil cell,At was <br /> found that.yor Moore and all councilmen were in attendance. Also <br /> Present were Cat,'Treasurer Byron Viger and rePreeentativee from the <br /> C.mber of Commerce. <br /> Councilman Stephenson pointed out the impact of the inventory tax on <br /> the 1984 budget and also that the city was'plabinq an emphasis on <br /> economic development this next year. He then introduced Bill Cushman, <br /> Finance Director,who presented the 1984 preliminary budget to the council. <br /> Br.Cushman said this was the preliminary budget as prepared bV the <br /> administration. He asked the council to review the detail of the budget <br /> and by the middle of July,let him know about any additions,changes or <br /> deletes so that he could review these with the Mayor. In August another <br /> meeting would be held to deal..some of the initial prioritles. In <br /> September the Departments would present their line items and detail and <br /> the public hearings on the budget would begin in November. <br /> He said No proposed budget for the year 1984 was eetiumeed at an increaee <br /> of$1,257,723 over 1983. He pointed out as in previous years,the <br /> salaries were ehown at the current amount as neqotiatious are still. <br /> progress. <br /> k 1 <br /> He then briefly reviewed the proposed expenditures fox the year 1984. <br /> He pointed out under Contributions,formerly known as"set asides"there <br /> was a nmor account,LID Deferral,in the amoent of$30,000. He said this <br /> came about after the Casino Road LID ordinance had been adopted. This <br /> ordinance contained exemptions for certain properties. At that time <br /> the council had requeeted a study to be made to determine the cost of <br /> the exemption and to look into costa of future exemptions on deferrals. <br /> The study has been-completed and the cost of these deferrals is set <br /> for.in the proposed budget. t <br /> There was a 4656,800 increase in the projects section. Some of the ProJecte . <br /> listed were established in prior years,two of these were completed and <br /> were not in the 1984 budget. However there were five new ones,R/verdele <br /> Street Improvement(which problably will not be initiated),Swimming P001 <br /> noor Reserve,convention center Land Acq.,Economic Bev.Programs and <br /> ISC/NRCS..fling Funds. 'Ik <br /> Under Debt Service,the 1977 Golf irrigation Bonds,Park Construction le <br /> Barran.end Allen Buick Property will be paid off in 1983. However <br /> he pointed out one new debt,the Basch Park Loan Repayment for 1984. <br /> He called attention to Page 8 of the budget where miscellaneous <br /> budget items, (non government funded)were listed. These were items <br /> that might be funded fromBlock Grant Funds,Senior Housing,Cult/Conv <br /> Center funds.etc. <br /> again asked the council to review.e budget document and present him <br /> wait.eir thoughts by July 15 for review wi.the.yor. `4i <br /> on motion,en.rneeting adjourned at 1030 a.m. , - <br /> City Clerk <br /> A2 R..ued ePProved as printed. <br /> President <br /> '4:48j <br />
