54
252
: i'l'',ff June 29,1933
.g.,
. . ,
to Viewcrest and 6 lots off the extension of 23rd. He felt he
, Pi could not afford to landlook the back of his land for the
privilege.of developing only 20 lots. He ProPosed hen let.vn
Viewcrest and 14 on 23rd. This was not approved, but lowered to
ff,.': I,' the 22 lots by the Planning Commission.
ir Councilman Stephenson asked if be had participated in the south-
west Everett hearings and he replied he had made his concerns
r ,..I very clear during these hearings.
, Mr.Socek said after meeting with the staff and the neighbors,
etc.,he felt that the 24 lot plat in Kenilworth V was a good
, compromise.
He pointed out the letter he had written to the Council on June 16,
1,83,and said he etill objected to the time frame they gave him.
He said the Planning Commission 1,<,limited the hours from 7:00 a.m.
'l'f to 6:00 p.m.,Monday through Friday. He felt it was very difficult
etarting this late in the year to limit the days to only a five-day
: 16,-' work week. He wanted to be able to work on Saturday and Sunday
although they very seldom did work the Sunday hours.
He said whatever configuration the Council approved on Kenilworth
, V.' 'I V,he would aek that the plat be split to allow him to develop the
Viewcrest area separately and independent of the area serviced by
the extension of 23rd Avenue.
He also asked that should no decision be made on Kenilworth v,he
. , ,. would hope the Council would apProve Keniloorhh I todeY•
- 8 . Jim Allendoerfex of 5301 Ocean Avenue,spoke as a resident of the
area. He said tBere were three neighborhoods that would be affec-
k.',1'' fed by this plat and he was trying to summarise the concerns cf
: ''%1,1. these neighborhoode although he was not officially or legellY reP-
resenting them. He Said one of their concerns was that if an
iV,: independent engineer was not hired to look into the drainage reten-
. i'nfall tion facility, then the warranty should be extended to five years.
He also suggested that Mr.Bocek be required to sign an LJE cove-
-4 b ,11, nant should an Lip be necessary in the future for this area. He
pointed out that with the addition of the two lots on Kenilworth I,
the traffic will exceed the capacity of Ocean Avenue.
He said under the Kenilworth V Plar, the Planning Commission had
provided for an extension of Viehwyest to provide for an additional
'flqii.. four lots. He felt the ten lots originally platted was sufficient
for that street. He said in 1979 the 23rd Avenue extension had
only two lots on it and the Planning Cormission had allowed six
lots. He said perhaps they could take four lots off of Viewcrest
' and put them on the 23rd Avenue area. He said his neighborhood
people felt that Bocers propoeal could possibly be accepted if
there was a covenant that the lots on the 23rd Avenue extension
.
... ., could not be subdivided and that only single family residences could
'8.'" il . be constructed. M.so that there should be a buffer hagainst the
industrial area. They also asked that condition number five regard-
ihg grading and clearing which stated te plar developer shall con-
,''''f''.'1111 duct preliminary clearing and grading of the lot area during the
public improvement construction phase of the plat be changed. Shelf
f i f would like the builders of the homes to clear their own property ee
,, ,I they construct the homes. He asked that this condition be amended
to allow the builders to clear their orm lots.
l!'.
J
