Li <br /> 271 <br /> July 13,1983 11 <br /> it <br /> WHEREAS,the existing Snohomish County Land Use Guidelines and "I <br /> Regulations consist of four kil elements;Comprehensive Plan,Shore- <br /> line Master Program,Industrial,Rural Use,and Agriculture zonieg, <br /> plus a Flood Plain Overlay Zone:and <br /> WHEREAS,it is a City Policy to view the Shoreline Master Proram <br /> ae the controlling land use document which al.includes consideratgion <br /> of the flooding issue:and <br /> WHEREAS,the City Council finds that a Notice of Intention to <br /> Annex to the City of Everett for the area is pending before Ns <br /> snohomish County Boundary Review Board;and <br /> WHEREAS,the City Council finds that State Law requires that a <br /> Camprehensive Plan land use designation be established for areas <br /> annexed to the City;and <br /> WHEREAS,the City Council finds,after reviewing Planning Commission <br /> recommendations at public hearings on June 8,1983,and July 13,1983, <br /> as required by R.C.W.35.13.170,that the Comprehensive Plan designation <br /> hereafter set forth are in the best interest of the City of Everett. <br /> NOW,THEREFORE,BE IT RESOLVED THAT: <br /> 1. The Comprehensive Plan for Smith Island and Spencer Island,upon <br /> annexation,shall consist of the Snohomish County Shoreline Plan, <br /> until such time as the City can amend said Shoreline Pl.per <br /> WAC 173-19-044. <br /> 2. The Comrehensive Shoreline Plan Designation for the area shall <br /> be UrbanpEnvironment as per Snohomish County Shoreline Plan. The <br /> intent of the urban designation is to facilitake industrial and <br /> commercial development. <br /> 3. The Zoning shall be the Flood Fringe District per E.M.C.19.11.050. <br /> NOW,FURTHER BE IT RESOLVED that the City Planning staff initiate <br /> [he process fox amending Everett's Shoreline Plan to include the Smith <br /> island the Spencer Island areas upon final acceptance of the requested <br /> annexation. 11 <br /> Roll was called with all Councilmen voting yes. o <br /> Motion Carried <br /> PUBLIC HEAR.ING <br /> President Pope announced this was the public hearing on the proPoeed <br /> Ordinance to establish Flood Fringe zoning district for an area on <br /> Smith and Spencer islands to be annexed into the City.
