4.4 <br /> 347 <br /> September 21,1983 <br /> 11 <br /> ANEREAS,it is required by the U.S.Department of Transportation <br /> in accord with the provisions of the Title VI of the Civil Rights Act <br /> of 1964,that in connection with the filing of an application for !I <br /> eesistance under the Urban Mass Transportation Aot of 1964,as amended, <br /> the applicant give an assurance that it will complY with Title VI of <br /> the Civil Rights Act of 1964 and the U.S.Department of Transportation <br /> requirements thereunder:and <br /> WHINISAS,it is the goal of the Applicant that minoritY husiness <br /> enterprise be utilized the fullest extent possible in connection <br /> with this project,and that definitive procedures shall be established <br /> and administered to ensure that mdnority businesses shall have the <br /> maximum feasible opportunity to compete for contracts when procuring <br /> construction contracts,supplies,equipment contracts,or consultant <br /> and other services: <br /> NON,THEREFORE,Be IT RESOLVED by the City Council of the City <br /> of Everett: <br /> 1. That the May.is authorized to execute and file an appli- 1 <br /> cation on behalf of the City of Everett with the U.S. 1 <br /> Department of Transportation,to aid in the financing of <br /> operating assistance projects pursuant to Section 9A of the <br /> Urban Mass Transportation Act of 1964,as amended. <br /> 1'I <br /> 2. That the Mayor or his designee is authorized to execute <br /> and file such applications as assurance or any other 1 <br /> document by the U.S.Department of Transportation <br /> effectuating the purpoees of Title VI of the Civil Rights <br /> Act of 1964. <br /> 3. That the Mayor or his designee is autboxiaed to furnish <br /> such addition.information as the U.S.Department of <br /> Transportation may require in connection with the appli- <br /> cation or the project. <br /> 4. That the Mayor is authorized to set forth and execute <br /> affirmative minority business policies in connection with <br /> the project's procurement needs <br /> 5. That the Mayor is authorized to execute grant contract <br /> agreements on behalf of the City of Everett with the <br /> U.S.Department of Transportation for aid in the financing <br /> of the operating assistance projects. <br /> Roll was called with all Councilmen voting yes,except Councilman <br /> Aldoroft,who wee excueed. <br /> Motion Carried 1 <br /> PUBLIC HEARING-°MTh SECTION 5,TIER IV GRANT <br /> Mary Riordan,Transit Manager,said this was a public hearing on <br /> the application for an UMTA Section 5,Tier IV Grant in the amount <br /> Of$394,947 to be used for transit shelters,operational enhance- <br /> ment,ridehshare vans,video equipment,support vehicle and computer. <br /> Conncilmen Stephenson asked how many shelters there would be and <br /> where they would be placed,and me.Riordan replied this would be <br /> for 20 shelters and the location would be based on requests submitted 11 <br /> over the year and made up later in the fall. 41 <br />
