<br /> 8.30 a.m.,October 28,1983,in the Council Chambers of the Everett
<br /> city Hall,President Pope presiding. Upon rola call it was found that
<br /> Mayor Moore and all Councilmen were in attendance,except Councilman
<br /> Gipson,NEC was on vacation.
<br /> Minutes of the meeting held October 19,1983,were approved as Psisted
<br /> as amended to incorporate Joe Rozlovskids comments regarding park funding
<br /> .14d', 1 to concerns expressed by Councilman Overstreet on page 374.
<br /> PROCLAMATION
<br /> Mayor Moore proclaimed the month of November as"Read-at-Home Month".
<br /> Pt,tP,PP AWARDS PRESENTATION
<br /> Art Housler,Finance Director of the City of Edmonds and Chairman of
<br /> the Awards Committee of the Waehington Finance Officers Association,
<br /> COpresented Mayor Moore with an Award for Conformance for the City's
<br /> Annual Report ending 12/31/82.

<br /> 44dI4 of Achievement for this report. Mr.Cushman then complimented and gave

<br /> No Moore reported there had been concerns in regards to seniors for
<br /> 4,,.,,4.,II the Jackson Center levy. It ha.now been determined that seniors with
<br /> an ince less then$15,000 would be exempt.

<br /> MC CM d Hill Cushman had been working on a formula for the bonds. A
<br /> .,',jilt hr' workable formula would be lo pay interest only the first 4 years and
<br /> the next 21 years there would be a depreciation at.15C,with a highe
<br /> ',.'YAT1'0, of.2.anon to.084 based on a 7-1/28 growth rate. He said he felt it
<br /> was a very fair le,and that these bonds will be sold locally in th
<br /> area of 108 yield,tax free.
<br /> Councilman Langur.inquired whether it would be legal or not for Council
<br /> '':,',4',..:0'.,',' members to purchase these bonds as a way of
<br /> ckananshowing support of the
<br /> Jason Center, d Grt Weed,Assistant City Attorney,said he wnuld
<br /> look into this and report back.

<br /> regarding senior exemptions Anda fact sheet County to clarify issueswould be available as soon
<br /> as this information is received.

<br /> Councilman Stephanson said volunteers are needed to assist grass roots
<br /> efforts to raise private funds for the center.
