Therefore,edult oriented entertainment land <br /> ',nee ere Preeently permitted In the B-1,B-2,B-3,C-1,C-2,14-9 <br /> and 14-1 zones;and <br /> WHEREAS,the City Council finds thaA based upon the experiences <br /> of other communities,that the absence of any 3ocationel regulation. E <br /> for adult oriented entertainment land uses,wil/have a deleterious <br /> Uepact upon the City. See Exhibit A which is attached hexnto and '1,11 <br /> incorporated herein by reference; (as on file in the City Clerk's <br /> Office)and <br /> WHEREAS,the City Council finds that the City hae rec.ntlY <br /> expended a.large amount of energy,time a.expense in putting (.4-- <br /> together and implementing an economic development and diversification <br /> program for the City. A portion of the program focuses on the <br /> development and redevelopment of various portions of the City such <br /> as the waterfront area,the central business area and the entry <br /> corridors to the City. A compilation of the program along with <br /> Terlous supporting 000002019 809 identified as Exhibit B which is <br /> Attached hereto and incorporeAed herein by reference; (as on file in <br /> the City Clerk's Office);and <br /> WHEREAS,the City Council finds that in the absence of zoning <br /> which regulates adult oriented entertainment land uses within the 4 <br /> City,uses which are incompatible with those being proposed as a <br /> result of the economic development and divereification program could <br /> be established in various areas of the City precluding the City from <br /> realizing its objectives of protecting,preserving and improving the <br /> quality of its neighborhoods and canmercial districts:and <br />
