RESOLUTION It'pe‘t'17emCoru7nmianO.'v2II3tra:etni!,17r:Ild'd b'C""'"an 00 09,t' A RESOLUTION authorizing the adoption of an interim zoning ordinance regulating adult entertainment oriented land uses and declaring an emergency to exist. 1 4 WHEREAS,the City Council finds that proper notice has been provided to the citizens of Everett and that a public hearing has been held on the Ilth and 18th days of April,1984,concerning the adoption of interim Zoning to regulate adult oriented entertainment land usee within the City;and WHEREAS,the City Council finds that tbe City does not have .1 zoning regulations which regulate adult oriented entertainment land uses within the City. Therefore,edult oriented entertainment land ',nee ere Preeently permitted In the B-1,B-2,B-3,C-1,C-2,14-9 and 14-1 zones;and WHEREAS,the City Council finds thaA based upon the experiences of other communities,that the absence of any 3ocationel regulation. E for adult oriented entertainment land uses,wil/have a deleterious Uepact upon the City. See Exhibit A which is attached hexnto and '1,11 incorporated herein by reference; (as on file in the City Clerk's Office)and WHEREAS,the City Council finds that the City hae rec.ntlY expended a.large amount of energy,time a.expense in putting (.4-- together and implementing an economic development and diversification program for the City. A portion of the program focuses on the development and redevelopment of various portions of the City such as the waterfront area,the central business area and the entry corridors to the City. A compilation of the program along with Terlous supporting 000002019 809 identified as Exhibit B which is Attached hereto and incorporeAed herein by reference; (as on file in the City Clerk's Office);and WHEREAS,the City Council finds that in the absence of zoning which regulates adult oriented entertainment land uses within the 4 City,uses which are incompatible with those being proposed as a result of the economic development and divereification program could be established in various areas of the City precluding the City from realizing its objectives of protecting,preserving and improving the quality of its neighborhoods and canmercial districts:and
