CONTRACT EXPANSION <br /> I Il • <br /> I <br /> 1 the contract with Harold V.Sargent 6 Associates to include <br /> inspection of the cross-town railroad tunnel and westbound Highway 2 <br /> and amend the TIP to include this work. <br /> I Councilman Michelson objected to the City paying for this and felt <br /> . the railroad company should bear the cost. <br /> II Councilman Morrow agreed with this and also felt that the railroad <br /> company should be accountable for the problem. <br /> Councilman Pope opoke in favor of his motion as he felt it was a safe- <br /> 1 guard to protect the City. <br /> Al Theal,Public Works Director,reported once a report was received <br /> II and the design was made,the City would then negotiate with the railroW <br /> company to pay for the repair or construction of these projects. <br /> I . E..JO.,CitY Attorney,said there is nothing in the contract with <br /> . the railroad company that they are responsible for inspecting these <br /> I bridges,but this is the kind of information the City needs in order <br /> .. <br /> to negotiate with Burlington Northern for new or replacement of <br /> , bridges. <br /> ! , Roll was called with all Councilmen voting yes,except Councilman <br /> • Michelson,who voted no,and Crooncilmn Lang.,whe wax excused. <br /> I , <br /> ; . <br /> I Motion Carried <br /> APPEAL OF REJECTED 9ARAPE PERMIT . . <br />, Chief Shelstad said he had rejected this permit for'a'parade because of <br />, the problems in the particular area where the parade was to ma., He <br />, said at the Nomen's•Clinic there h.d been 3 fires and emotions were <br /> 6 running high on both sides. lie realized that Choose Life would like. <br /> • have a•peaceful parade,but he felt because the emotions were so high, <br /> there could be a problem.0 he had requested they have the parade in <br />., a different area. Re suggested to the Council that if they allowed <br /> the parade they would require that the route be changed. <br /> ; He commented on the memo he had given to the Council which stated that <br /> • ehe police Department had bben approached in regards to several Pla.4 <br /> events in the area of the abortion clinic. The requests had been for <br /> street closures and parade permits and the position of the department <br />; I. was to deny street closures in the area of the clinic. He requested. <br /> Mayor..,1 Council support this position as it has become extremely <br />! ' difficult at times to maintain the rights of all individuals and <br />! I - continue to guarantee the safety of all citizens in the community. <br />. , <br /> Councilman Pope then asked if the emotions of the two factions were <br /> • • •higher•now than they had been 6 weeks ago and the Chief replied yeS. <br /> I <br /> . Eathleen Gallagher,of 519 Tamarack Dr.,requested the Con..to <br /> support the Police Chief's rejection of the parade. <br /> Marty Hamstra,of 915 51st St.SW,spoke.in favor of the march as he <br /> . felt there was a great injustice done by the Supreme Court when they <br /> .. . had declared these unborn children as not being people.
