27B July 2,1984 WHEREAS,those users identified by the Public Works Dirbctor au users who may be discharging wastewater with any characteristics limits in excess of these established by 14.08.300 shall be V monitored per ENC 14.08.330;and WHEREAS, a representative sample of the wastewater shall be analysed once per year end the surcharge will be•based on the representative sample taken by the City and tested by the City lab and an approved independent or state lab;and WHEREAs,analysis of any additional samples taken during the course of the year shall be charged to the User and the surcharge rate will be adjusted to indicate the most current samples( characteristics;and WHEREAS', the City Public Works Director finds that those users who discharge wastewater beyond the limits established by BBC 14.08.300 shall be surcharged accordingly;and WE:MBAS, the surcharge rate shall bh based upon the percent of the cost of treatment to the total cost of maintaining and operating the sewage collection and treatment sYstem; Now, THEREFORE, BE IT RESOLVED by the City Council of the City of Everett that a surcharge rate is established for wastewater which exceeds'the limits set by BNC 14.08.300 and those users discharging such waste shall be charged per the surcharge rate as follows: The surcharge rate for sewer service per month is determined by (a)coat of collection charge metered water usage x$4.80 • 900 ft 3 1 P1110(7)cost of treatment charge.metered water usage (R) 900 ft 3 3 Where($0.68/900 ft.floe) Flow cherge (0.58/200 ppm BOD)(pppm BOD).L[1:LBgchemical Oxygen • ($0.17/250 PPM TSS)(ippmESSI.Total Suspended Solids ($0.17/50 ppm FOG)Cops FOG) Fats,Oils and Grease Charge (R) charge rate for treatment • or where the minimum treatment charge/900 ft .$1.70 Roll ems called with all Councilmen voting Yee: excePt Coencilmen Morrow,who was excused.
