K., <br /> HJuly 2,1904 <br /> RESOLUTION-RENTAL REHABILITATION PROGRAM <br /> Moyed by Councilman Langus,seconded by CounCilman Gipson,to adopt <br /> Resoluti.on No.2450 as follows: <br /> I A RESOLUTION authorizing signing a Memorandum of <br /> Understanding witt tte Everebb ...KB A.th.ritY ... th' <br /> Department of Housing and Urban Development to participate in <br /> the Third •Round Demonstration Rental Rehabilitation and <br /> RegUlar Entitlement Rental Rehabilitaion Programs. <br /> WHEREAS, the City Council of the City of Everett recognized <br /> the need for certain housing and community development programs in <br /> Everett,and <br /> WHEREAS,funds for 23 Section 8 Existing units have been made <br /> il available and it is estimated the annual value of that subsidy to <br /> .1 local landlords and low income tenants will be approximately <br /> i B125,020.00 each year for at least 15 years for the two combined <br /> rental rehabilitatiOn programs. <br /> WHEREAS, the Citizens Advisory Committee for Housing and <br /> Community Development agreed that the Section-0 Existing Program <br /> I' combined with rehabilitation assistance would help low and moderate <br /> income peraons in Everett through the City's Housing Assistance Plan. <br /> il WEEREAS,the Rental Rehabilitation Program will implement the <br /> Housing AOsistance Plan and the newly adopted Single Family Policies. <br /> il WOW, THEREFORE, BE IT RESOLVED bY tbe OitY Conncii 0, tbe <br /> 1 City of Everett that: <br /> 1. ne.rtryor is bereby aUthorized to sign a klemorandum of <br /> d tending with the Everett sousing Authority and the U.S. <br /> ! This Resolution will become part of the formal application to <br /> the U.S.Department of Housing and Urban Development. <br /> 1.1 President Stephenson raised the qUeStiOn of using these funds for <br /> 1 other neighborhoods than the four regular recipients and Dave <br /> Koenig, of the Planning DePartment, rel.,. ttis was Possitle end <br /> they would be.reviewing the census data just received and make <br /> ;i recommeedationstegarding other areas of the City. <br /> iCOUncilman Langlie suggested tabling the motion until this has been <br /> 3 done and Kr.Koenig said this particular resolution was.part of an <br /> . overall umbrella program and to make a change now would rcquire <br /> 5 going back to HUE to amend the whole program. The next cycle would <br /> begin again in AugnSt and September and that would be the time to <br /> make cbanges. <br /> .
