Upon roll call it Waa <br /> found that Mayor Moore and all Councilmen were in attendance. <br /> tt <br /> Minutes of the meeting held July 2,1984,were approved as printed. <br /> APPOINTMENT <br /> Moved by Councilman Gipson,seconded by Councilman Pope, to concur <br /> in the MaYorts appointment of Frank Bennett to serVe on the Board of <br /> Adjustment,replacing Dewey Barnett,term to expire January 1,1987. <br /> Roll was called with all Councilmen voting Yes. <br /> Motion Carried <br /> STREET CLOSURE <br /> lilt <br /> Moved by Councilman Langus,seconded by Councilman Pope,to approve <br /> It the reqUest of Pinehurst Evangelical Free Church to close the 6800 <br /> block of Wetmore from 7:00 to 8:00 p.m.on Saturdays during July and <br /> August. <br /> Roll was called with all Councilmen voting yes. <br /> Motion Carried <br /> 1 PUBLIC HEARING-RIGHT-OF-WAY LEASE FEES <br /> ICraig Fullerton, of the Public Works Department, said this ems a <br /> Public hearing on a proposed ordinance regulating the teMPOrarY <br /> of City right-of-vmy and establishing annual fees. He said the <br /> eXisting pOlicy,as authorised within Title 13.28.010 of the Everett <br /> Municipal Code requires'that an annual license be issued at a fee <br /> that is based on reasonable rental value.. Since mid-1960 the City <br /> has been charging an annual fee based on 2.15 per square foot. <br /> I! There have been significant changes in the real estate market since <br /> 1,60 and,in moot cases,the current fee is not indicative of a fair <br /> rental Value. To lessen the impact on the lessee the ordinance haS <br /> It graduated payments (increased) over a period of time to eventually <br /> achieve parity with the new rate structure. <br /> He said the new ordinance provides for the Public Works Department <br /> to ePPF.Ye ell right-of-waY applications rather than going to <br /> Council. He then pointed out the sections covering implementation, <br /> leasehold taX,application fee, restoration, suspension, revocation <br /> and termidation,aPPeal and <br /> Harold Patchett,of 2400 Hewitt,felt non-profit organizations such <br /> as churches should not be charged for use of CitY ProPertY. Their <br /> church had spent considerable money constructing a parking lot which <br /> allowed the churchgoers to park in the lot rather than in front of <br /> residences on the streets. <br /> • <br />
