Under the ordinance, <br /> f <br /> the petitioner must pay one-half the appraised value within 90 days follow-. <br /> ing Passage of the ordinance. This time would be up on August 16,19., . <br /> and he was unable to pay this amount at this time. He requested an • <br /> extension of 90 days to pay the appraisal fee and/or a ten year contract . <br /> for payment of the fee.
