• 437 November 14,1984 Dennis Derickson, of the Planning Department, said the staff has. been discussing development fees and are going to be meeting with the administration and legal staff about this. He said.the problem in.the past has been there are two school districts in the city end each district has a different policy about development fees. He said they will be coming back to the council later with some. ProPosals. Councilman Morrow suggested that the staff should meet with the school district and Set Up a policy or contract on fees. mayor Moore objected to this and said he would be against a developer fee in the city. President Stephenson agreed and said he felt having a flat fen rather than a case by case method could put the city in a liable position. RESOLUTION COMP PLAN Moved by Councilman Pope, seconded by Councilman Gipson ta adopt Resolution No.2496 ae follows: WHEREAS, the City Council finds that on August 21, 1984 and September 4, 1984, the Planning Commission held public hearings regarding'establishing the Comprehensive Plan and Shoreline'Waster Program designations for the hereinafter described property;and WHEREAS, the existing Snohomish County land use guidelines and regUlations consist of two (2) elements; the North Creek Area Comprehensive Plan and the Shoreline Master Program;and WHEREAS,the City Council finds that a Notice of Intention to =ntTVinuglaregeelXiewTageATe ie Pend"''"'nut . _ . . WHEREAS,the City Council finds that state law requires that a Comprehensive'Plan land use denignation be established for areas annexed to the City;and WHEREAS, the City Council finds after reviewing Planning Commission recommendations at public hearings on October 10, 1984 and November 14, 1904, that the Comprehensige Plan and Shoreline Master Program designations hereinifter eet forth are in the best interest of the City of EUenett. .
