180 May 8,1985 COUNCIL BILL NO.855-48 FIRST READING: AN ORDINANCEestablishing the conditions, requirements, obligations and duties for construction, maintenance and operation of a Cable CommuniCations System within the Cite of Everett. This ordinance repeals Ordinance No. 3952 relating to Community Antenna Systems Franchise. President Stephenson said the first reading of Council Bill#844-49 would be postponed to meet charter publication requirements. (granting Viacom Cablevision franchise) PUBLIC OARING-PROPOSED ANNEXATION Art Kos said this is the public hearing on the 758 annexation petition for the proposed annexation of an area south of 100th St. SW to 108th St. S.W. (Liberty Christian Church). The annexation's total land area is 83 acres and is assessed at 84,082,900. 8111 of the property °One.. have signed the petition in support of the annexation. 1/4: The area is adjacent to the city limits,however there is an island which will remain in the county. This island is primarily owned by the Mukiltee School District and they do not wish to come in at this time. ).) Be pointed out tWo major arterial intersections, Holly Drive and 100th St.SW,and Everett Mall Way and Evergreen.At present theee intersections are partially in the city and partially in the county. This has caused Many problems te both city and coUnty officials Oen accidents have occured in these intersections because of the difference in ginning,street width, locations, etc. If the annexation is approVed,the intersections will be completely ineide the City limits. Councilman Michelson spoke against having the island left in the t county. 4){) Councilman Morrow asked if the citimens on Montana Ave.were annexed hotelier the larger proprty owners such as Liberty Christian Church wanted into the city end Mr.Os replied this could be true,but he had Objectionfree Only two people on Montana and the rest of the property owners had made no comment,one Way or the other. Councilmen MorroW then cOmmented that it will be quite expensive for the residents to pay for the improvements to 100th St.etc. In answer to a question from President Stephenson,Mr.Roe said the area at the intersection of Evergreen Way and Everett Mall Way is zoned C-1 by the county. The city eXpecte to use the same tYPe zoning. The Liberty Christian Church area is zoned for 12-24 DWA and the city will uee the same type of density.
