frr: <br /> 000 <br /> 1 September IS,1985 <br /> COUNCIL COMMENTS <br /> Councilman Overstreet presented a resolution in connection with the <br /> comments he made at the last meeting regarding storm water <br /> regulations before Congress. He asked the council to adopt the <br /> resolution. <br /> RESOLUTIONTORM WATER REGULATIONS <br /> Moved by Councilman Overstreet, seconded by Councilman Morrow to <br /> adopt Resolution No.2614 as follows: <br /> WHEREAS, the purpose of the 1972 Clean Water Act is to clean <br /> up the kmters of the United States effectively,efficiently and in a <br /> • manner which addresses the highest priority control needs first,and <br /> WHEREAS, 00280038 of 'intermittent 80002:8020 discharges' <br /> from municipal storm water systems has not yet been studied or <br /> defined by EPA so that a reasonable and cost-effective system of <br /> permits and/or regulations could be established, <br /> NOW, THEREFORE, BE IT RESOLVED hy the City Council of the <br /> City of Everett,Washington that the current Congressional revision <br /> of the Clean Water Act include a five-year moratorium on permit <br /> requirements for separate municipal storm sewers,a.further, <br /> That dzring those five years,EPA be required to accomplish a <br /> " definitive study to determine and devise a logical, cokt-effective <br /> set of regulations for storm water run-off management in urban <br /> areas,based upon the perceived/actual amount of pollution carried, <br /> before permits can be required for municipal storm water systems. <br /> Councilman Overstreet said the National League of Cities was <br /> D endorsing almost the same wording as in this resolution and the AWC <br /> was also working on It and he hoped other cities would participate <br /> in this also. <br /> , Councilman Morrow commented that Congressman Swift's administative <br /> assistant,Liz McLaughlin,was In attendance and suggested she could <br /> r get a copy of this resolution to him. <br /> Roll was called with all councilman voting yes except Councilmen <br /> Gipson and Michelson who were excused. <br /> Motion carried. <br /> 1 Councilman Lang. asked about the pit bull regulations and Jim <br /> Isles, Asst.
