An important part of this issue is that O.city
does not violate the law because if this is done it will sst the
city back. Enforcement is very important and it is absolutely
necessary that the law enforcement people know what is legal, what
is not, what the penalities are, etd. This will be much Improved
with the new training planned.
Te"
Dennis Gregoire, former Asst. Planning Director, and the staff
mezdoer who worked with the committee, said it was important for[he
council and public to know that this is a new trend across the
11 country. This type ot activity used to exist in the city such as on
First Ave. in Seattle. When thz older buildings were renovated,
1 Pike's Place market improved etc., these activities had to move out
not only to Everett but to Renton, Bothel. Bellevue and other
'1 LA . areas. He didn't think it was fair to say the navy was attracting
these here, because they were moving into all these other citzes
too. He said citizens need to be aware of this happening and why it
is happening and he thought the council was very bold in appointing
a citizen's oommIttee to look into the issues. He felt the
committee had done an excellent job with a very dif"'ault sUbject.
, It is very difficult for the council to act as there are very
11' binding laws they must abide with but this does not hold true with
the citizens, they can work in a different frame-work than the
1Z'I council to bring about the end result and be said he was pleased
with the testimony by the citizens, the petitions that had been
started etc. Be reminded everyone that the separation was a zoning
issue and had to be separated from the licensing issue. This would
be worked on later. He said also, it was necessary that the fees be
reasonable and he felt the fee structure was correct in the
ordinances. He said the process over the last year has been
excellent. It brought the citizens in as is evident tonight. He
felt the two ordinances were excellent.
Councilman Morrow asked what kind of research was done to establish
fees and Mr. Gregoire replied it was the amount of rime used for
PreParing applications, that sort of thing, and thie had
to be monitored.
Karen Staniford of 1508 Hewitt asked about the 1000 ft. from school
issue and President Stephenson said as soon as the court had made a
decision the city would take action on this. She then asked about
,
the parking and he replied that anyone applying for either of these
111 licenses would have to comply with al'present building and parking
