Councilman Stephenson asked if be personnaly knew Of problems caused by the mental health home and he replied he bad no peroonal ,r-;;;, knOWledge but had heard of problems from his tenants and the ' neighbors. He felt the procedures of allowing these type of homes '. I I was not thorough enough.
