98 <br /> March 5,1986 <br /> WHEREAS,the Mayor and the Everett City Council met on Feb. <br /> 19th throUgh Feb. 21st to identify short and long—term capital <br /> improvement needs for the city;and <br /> improve=rerit g:irderN:Vdlaansds Org!'73eroft=n'e:rn <br /> homeport in Everett;and <br /> WHEREAS, the City of Everett department directors and their <br /> etaffs,which included Fire, Police, Library, Public Works, Parks, <br /> Planning and Facilitiee, respectively, after having conferred with <br /> Citizen advi.ntY hoards,presented a land and construction capital <br /> Plan and rationale for such;and <br /> WHEREAS,the elected officials of the Everett City Government <br /> reViewed, queetioned, discussed and studied the proposed land and <br /> conetruction capital plan as identified;and <br /> WHEREAS,the Mayor and Everett City Council members recognise <br /> that citizens of Everett now, and in the future, will greatly <br /> benefit by the investment in increased and improved nervices <br /> generated by speCific capital improvements; <br />• <br /> HOW,THEREFORE,BE IT RESOLVED THAT the Everett City Council <br /> authorizes the administration to immediately begin negotiations for <br /> land acquisition subject to the final approval by the Everett City <br /> Council,and further, <br /> That an action plan be developed to include a format for inviting <br /> public input on the following capital construction programa as <br /> proposed by the Mayor and the Everett City Council which includes, <br /> but is not limited tof <br /> A City/Public Safety BUilding; <br /> Strategic relocation of Fire Stations 12,64 and 15; <br /> Expansion of the Main Library and construction of permanent <br /> Library facilities in South Everett; <br /> New park develeements and constcnction that include athletic <br /> fields andthe inquisition of new park properties for future <br /> expansion;and further <br /> TNCTurnelneVigd <br /> capital construction program that may be presented to the citizens <br /> of Everett for their approval at a future date to be set by the <br /> Everett City Council. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> AGREEMENT—EALLF1ELD USE <br /> Moved by Councilman Morrow, seconded by Councilman St.Phansen to <br /> authorize the Mayor to sign agreements with the Greater everett <br /> softball Assoc.,the Everett Fastpitch Assoc.and the North Everett <br /> Little Leage Assoc. for ballfield use from January 1, 1986 through <br /> December 31,1990. <br /> Roll was called with all councilmen voting Yes. <br /> Motion carried. <br /> ••I•Iy <br /> 124' <br />
