7
11717.-'
264
, July 9,1986
The regular meeting of the Everett City Council was called to order
, at 8:30 a.m. July 9, 1986 in the Council Chambers of Everett City
, Hall,President Gipson presiding. Upon roll call it wae found that
, Mayor Moore and all councilmen were in attendance.
Minutes of the meeting held July 2, 1986 were approved as printed
with the correction by Mr.Jones,City Attorney, that his remarks on
page 262,third line, the sixth word should be"position.instead of
i " "opposition..
1, ' COUNCIL COMMENTS
Councilman Overstreet eaid at the last meeting he had informed the
council the Puget Sound Water Quality Committee would not be making
a presentation at the joint County and City Council meeting on the
. 23rd and he had learned since then that they will be able to attend
fI
1, the meeting.
Councilman Nice said she and the Mayor and some staff people had met
t, , , with the citizens from Silver Lake area and discussed some of their
problems. She requeeted that a council meeting be held in the
f11'1FC.',i',1 future at some location in the Silver Lake area.
1 1,,C 111;1,1
11
-,-yi,., Councilman Stephenson said he would like to discuss something he bad
brought to council last week. He aaid he had given a lot of thought
to the resolution that he intrOduced last week snyporting Navy
homeporting in Everett and had discussed the concerns expressed with
the legal staff and he believed he had drafted a resolution that the
council could unanimously suPPort.
He felt the city was at critical Crossroads as far as Navy
bomeporting was concerned. He felt collective local, state and
federal support with cool heads and a positive approach to these
difficult but solvable funding issues are the key ingredients to the
euccessful homeporting in Everett. He said he waen1t saying the
1111 i
$„, Navy was the only answer to the economic concerns in this community,
but it certainly is an eC000mic step for economic proeperity and
;41C ' jobs for friends in labor. Be eaid there was already excitement in
the community in anticipation of homeportiog in the c.f. Ht is
h 1 very important to national security and protection of the North
Pacific.
He quoted the Secretary of the Navy as saying of homeporting in the
' '.'',o, northwest that"we get twice as much oil by sea through the gulf of
Alas.as we do from the whole middle east, but me have no naval
ships in the northweet. We have our Banger base, our most valuable
, ,, strategic asset, but no naval protection at all." He said those are
the reasons for the council to take a leadershop role. The citizens
V i' I had voted with a maiority of 6ES for NevY homePortieg and he felt
the council was elected to support them. He said it was time for
the council to take the leaden:hip role to see that homeporting
occurs in this community.
, RESOLUTION-NAVY HOMEPORTING
i :=Ig.nTfg°=.'llYta::7z=d"bY C'u"i'ma"""treet"
Be it reeolved by the EVERETT CITY COUNCIL, that while the
City Council fully retains and recognizes its duty and right to bear
and decide particular issues related to site development,
4
