Pat McClain of Administration then briefly reviewed the Navy funding <br /> process in Washiugton D.C. <br /> PUBLIC REARING-LID 720 <br /> ' President Gipson opened the hearing for the final assessment roll <br /> for Local Improvement District 720 for the improvement of the 3800 <br />!i 11 D block of Smith AVe. by the installation of sanitary sewers.He said <br /> kl? ' that all protests or objections concerning the final assessments in <br />:..€1':`.!,r. thia LID should have been filed with the City Clerk. Everyone who <br /> is entitled, who owns property in LID 720 or who le authorized to <br /> 44,4.'1 represent such a property owner will be given an opportunity to be <br /> heard. De asked that anyone having any objections should present <br /> then at this time. <br /> ')'?!!!;' i He explained that a court reporter was in attendance and would be <br /> T.! V,',,M-?. recording what is said and asked that anyone addressing the council <br /> begin by stating their name and address, and that only one person <br />,.:,.I,'l',,-, speak at a time. Re said be would be acting as the presiding <br /> officer for these proceedings and the council was concerned that the <br /> hearing be not only fair in form and substance, but fair in <br />, .. <br /> appearance as well. This is not <br /> the time to ask questions about the nature of the project or the <br />,1 v%''![ improvements that have been installed unless those queations related <br /> ha the amount of aseessment which the city proPosee to len'egaieet <br /> t'YA.;01!!! the property. Questions or challenges to the amounts of individual <br /> assessments would be noted and considered and may be responded to by <br /> the city. He assured everyone who had filed a protest that they <br /> 4!. woUld have the opportunity to address the council about his or her <br /> final assessment. <br /> ! '?'!'' President Gipson then introdUced Bruce Jones, City Attorney, who <br /> reviewed the four methods of financing available for public <br /> improvements. 21106e methods are 1) general revenues 2) generei <br /> obligation bonds 3) revenue bonds and 4) local improvement <br />[ , districts.
