405 <br /> October 8,1986 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8:30 a.m.,October 8,1986 in the Council Chapbers of the Everett <br /> city Hall,President Gipson presiding. Upon roll call it was found <br /> that Mayor Moore and all councilmen were in attendance. <br /> minetes of the meeting held October 1,1986 were aPProved me Printed. <br /> MAYOR'S COMMENTS <br /> :nr,d1Zo,r,:e1T.colaimed October 12 through October 18,1986 es"Navy <br /> He reminded council that application had been made to the state for <br /> funds to cover the reservoirs and the city had just been notified <br /> they would receive$1.4 million dollars for this project. <br /> Mayor Moore said in connection with Item t4 on the agenda, CIP <br /> discussion, he had given council a copy of the memo he had written <br /> to the CIP Executive Committee regarding other methods of funding <br /> the projects. <br /> Councilman Stephenson said the CIP committee had requested that the <br /> CIP report be continued until next week. <br /> Mayor Moore said be wasn't aware of this, but he felt that all the <br /> projects could not be funded through property tax assessments and <br /> [. <br /> suggested committing$800,000 each year from the Real Estate Tax to <br /> the CIP. me felt the public would not support some projects, 1 .1 <br /> although they were important to the city,so in order to fund these, <br /> he suggested either increasing the Utility and Gambling Taxes 1/2% <br /> or creating a Street Lighting Utility with the cost from the PUD ' I <br /> passed on to the users. <br /> Councilman Stephenson said the committee had met for several hours ,.I <br /> laot night and wanted a chance to review the Mayor's memo in its <br /> entirety and give the council a package that said here's the <br /> recommendations and here's the funding. <br /> Councilman Lang. suggested looking at the utility taxes also and <br /> increase them all the same. <br /> Councilman Overstreet felt there would be a large increase from the <br /> Health District and suggested there could be a Health District <br /> Utility also' <br /> PRESIDENT'S COMMENTS <br /> President Gipson said at the committee's request he would delete the <br /> CIP discussion today and bring it back next week. Because the city <br /> had received no information from the county regarding the property <br /> tam levy, Item No. 12, the ordinance levying these taxes would be <br /> cOntinued until the final figures have been received. <br />
